Chibiusa has cotton candy pink hair done up in two pointed hair buns commonly called "odango". Her ponytails are big and fluffy and extend outwards by quite a bit. She prefers girly clothing that is cute and stylish. She has a heavy preference towards red and white in her outfits.
Her uniform as Sailor Chibi Moon is the final version seen in the manga. A picture of it is in the picture section. Fans have named this form Eternal or Star Sailor Chibi Moon, but it is not canon to the Japanese manga. She simply goes by "Sailor Chibi Moon".
Weapons
Chibi Moon Kaleidoscope - Pictured in the pictures section, its the smaller one in the upper right hand side. The handle is transparent white crystal. The guards are pale pink. The many pearl like pieces are silver. The wings are white, the moon is pink, and the "gem" the moon encompases is vivid pink. The blade staff part is clear crystal and pink and silver light dances around inside like a kaleidocope.
She can summon and dismiss it with a thought. However, to dismiss it she must be touching it. If it is knocked from her hands she must retrieve it. It can be broken by a significant attack. She only has to touch one part of it to dismiss it (although it'll take a touch more energy) and when she resummons it it'll be whole. However, it takes more energy to resummon it after it has broken (unless the fight ends and she retrieves it. Then it'll take normal energy in the next fight)
If she is forced to untransform, the item goes with the detransformation and returns to normal power levels to summon in the next fight. It can also be used in the fashion of a sword for shielding purposes. Its breaking point is similar to a strong magical sword.
Chibi Tiare (fan item) - An overly frilly staff. The staff part is white, the wing motif and buttons are pale pink. The part wrapped around the gem orb is silver. Various accents of red, pale pink, and white decorate the whole thing. The orb gem is a silvery crystal. Its used to peform Chibi Moon's "Starlight Date Therapy Kiss" attack. It takes more energy than the Chibi Moon Kaleidoscope to summon, but its an instant summon if she has the energy. It operates on the same rules as the Kaleidoscope for maintaining and usage in the attack. It is stronger than the Kaleidoscope in terms of breaking point, and would require a strong magical attack (a magical weapon would be treated as a magical attack.)
Moon's Eternal Tiere is pictured in the pictures section. The only differences between the Eternal Tiere and Chibi Tiare is height (Chibi Moon's is about five inches shorter than she is) and there is no pointed gem set in the top of the Chibi Tiare.
Crystal Carillon - A beautiful crystal bell hanging from a heart shaped handle. The bell part is made of blue crystal, the handle is pale pink, the wings are white, and the star is red. It is pictured in the pictures section.
It allows Chibi Moon to communicate with Helios over infinite distances, but only if they are in the same dimension.
Abilities/Powers (the attacks form visible magical energy colored varying shades of pink)
Pink Moon Crystal Power, Make Up! - Chibiusa shouts these words and in an instant flash of pink sparkles stands as Sailor Chibi Moon. It happens in the blink of an eye, although if one could significantly slow down time you could see her going into a transformation sequence. Please note this can not be stopped by anyone other than herself.
Twinkle Yell - A phrase Chibi Moon spouts in order to activate the communication feature of the bell. Useless unless Helios is in the same dimension as her.
Moon Gorgeous Meditation! - Chibi Moon's main attack. She shouts these words to fire a wave of magical lunar energy from the staff of the Moon Kaleidoscope in the form of a beam. The attack can not be performed without the kaleidoscope, so if it is knocked from her hand(s) she has to retrieve it first. No harder to dodge than a standard magical attack.
Starlight Date Therapy Kiss! (fan attack) - Chibi Moon's most powerful attack, it requires significant energy and a charge up of about one "round" per use. The attack name is shouted after the charge to initiate the actual move. The attacks consists of sending out a super powerful blast of energy from the silver gem in the top of the staff.
Only one can be "charged" at a time and she must use the attack instantly after charging it. Really only usable if she has someone running interference for her. Nearly impossible to dodge, but a strong character could take the hit.
Pink Moon Crystal Power! - She shouts this while transformed to lend her power to an ally, and a pink light focused on the star of her tiara explodes outwards and her aura (which is a pale pink) gains a boost to its energy. It works best if it is sent towards other Sailor Soldiers, but can give a boost to anyone good. She is unable to move much at all while the power is active, as it requires total concentration. Also, it would not boost an evil-hearted opponent even in the near impossible case that she was helping them. In fact, it might cause great discomfort as it is the concentrated power of love and justice.
Generic Power: Princess Form - In times of great importance Chibiusa can take a "princess" form in where she wears a pink dress (image in the pictures section). In this form a gold crescent moon with the points faced upwards appears on her forehead where the star would be on her tiara in soldier form. Think of it as a visible expression of her inner power. It confers no powers. Its basically formal wear that appears by willpower if she feels the situation calls for it. It is not a "soldier" form and she can't fight as a soldier while dressed like this just like when she is in her "civilian" form.
Generic Power: Art of Disguise (limited) - She has limited powers of disguise in soldier form (but not in princess form! Others would see her as Chibiusa in a fancy dress and with a boost in power in princess form) - It basically means that another person must know her well or have spent significant time with her to know that Sailor Chibi Moon and Chibiusa are the same person. This power is also negated if she transforms in front of somone. Its not a strong power, but its good enough. It also seems to be more effective against dark-hearted characters and villians than normal people or heroes.
Generic Power: Space Travel? - This is an implied power in the manga. By using their power as a soldier, any sailor soldier can travel through the galaxy at the immense speed of energy. For example, Moon travels to the center of the galaxy from our Solar System in a manner of seconds, and the soldiers Neptune, Uranus, Saturn, and Pluto all reached magical castles floating around their respective planets in the same amount of time. Seeing as how the island doesn't have much in the way of "outer space" to deal with, this probably won't come up. Its kind of like a teleportation power and at least one member of the party must have a crystal clear idea of where they are going. It doesn't seem usable on a single planet.
Skills
Manipulating people to get what she wants, mostly through cute charm. She is also an excellent cook, although sometimes the presentation makes it seem otherwise. The taste more than makes up for appearances if she can get the person to eat it.
Personality:
She is a bighearted caring girl, although first impressions sometimes cause people to see her as a childish brat. She is a very friendly girl and will extend the hand of friendship to anyone, especially those she sees being picked on. She will take being used hard, but she won't let it stop her from making new friends. She does, however, have trouble opening back up to a person she feels has "burned" her. Easy trust to gain, extremely hard trust to REgain. She will be the first one to break the ice, trying to make another person feel comfortable.
What she falls short of, she makes up for by putting 110% into everything else. She will always try before giiving up, and this will sometimes manifest as rushing things. She often fails to think actions through and gets herself into royal pickles because of it. She is in many ways perhaps TOO eager and is the character who would run off into a battle when the plan was to sneak up on the enemy all in an attempt to prove herself.
One of her biggest faults stems from the desire to be grown up. She often operates on the misconception that to be grown up is to do everything yourself. She often won't take help when it is offered and there is a chance she will even see it as a sign that you think her weak. She has a few self-esteem issues, often thinking that friends or allies find her a detriment and foolishly going above and beyond the call of duty to prove them wrong. This often only ends up in making her more of a detriment to a group.
Her biggest strength is her gigantic heart. Her biggest fault is trying to hard. But she's a kind girl and a good friend. She would never betray the many people she cares about.

Princess Small Lady Usagi Tsukino was born to the newly crowned Neo Queen Serenity and King Endymion of Earth, conceived before their marriage. They chose to gave her the royal moon name of Serenity as well as naming her after the name her mother bore before being crowned.
She aged slowly due to the effects of the Phantom Silver Crystal's power on Earth, but after a few centuries it became apparent her aging had stalled at about five years. She was teased by the many peers that passed her as they aged like they should. She did not bear the mark of the royal family (a crescent moon) upon her forehead and was stunted at five.
During one of the times she was wandering the castle alone, trying to get away from the teasing, she found a place she had never found before. It was an enormous gate, and behind it she found the soldier whose was not meant to be known of. She befriended this Sailor Pluto and started calling her Puu. She learned that Puu guarded the gates of time to prevent the breaking of the taboo of time travel.
An attack occured on Crystal Tokyo. Turns out a villian Neo Queen Serenity had banished to Nemesis during a moment of weakness early in her rule had lent his power to a group of terrorists who opposed the "unnatural" lifespan and united rule of Crystal Tokyo. They attacked the queen and the guardian soldiers of Venus, Mercury, Mars, and Jupiter pooled their powers to create a protective crystal around the queen. They were sent into comas due to the expended power. The King was gravely injured and sent his soul into the palace's super computer to create a hologram of himself.
Lady Serenity took the holy Phantom Silver Crystal and fled to Puu. She stole a key from the time guardian and used its powers to go back in time to fetch the Phantom Silver Crystal of the past and the legendary soldier Sailor Moon.
She appeared in a burst of pink light and smoke, landing on top of Usagi and Mamoru, the past selves of the Neo Queen and King and the true identities of Sailor Moon and Tuxedo Kamen. She learned the name of Usagi after an exchange about stolen hairstyles and pulled a gun on her, demanding Usagi hand over the Silver Crystal. She pulled the trigger with the barrel touching Usagi's forehead, revealing it was simply a toy gun.
Usagi and Mamoru chased the girl down, and Chibiusa used a ball shaped like a cat head called Luna P to trick Usagi's family into thinking she was Usagi's cousin. Time cost Usagi's friends and guardian soldiers. They had been captured by the Black Moon Clan, the name the terrorists had given themselves. They went to the future and Usagi saved her friends, but events surrounding the rescue caused Wiseman (the villian who had been sent to Nemesis) to manipulate Chibiusa. He used the powers of Chaos to age Chibiusa to a dangerously beautiful woman and corrupt her heart. This new form was named "Black Lady".
Prince Demando, the leader of the terrorists, managed to get ahold of the Silver Crystal of the past from Usagi and the Silver Crystal of the future from Black Lady. He was about to touch them together, an act that would destroy all realities. Sailor Pluto broke the greatest taboos as the guardian of time and froze time. This allowed Sailor Moon to take back the Silver Crystals, but at the cost of Pluto's life.
The sacrifice Pluto had made broke Black Lady out of her darkness, and Chibiusa transformed for the first time into Sailor Chibi Moon. She was distraught, but the power of the transformation had awoken Neo Queen Serenity. She instructed her daughter to go help Sailor Moon, who had been warped to Nemesis. Together the two soldiers destroyed the evil that was Nemesis.
Chibiusa rejoined Usagi in the future in time for more trouble, caused by invaders from the distant Tau system. The two Moons and the guardians to Princess Serenity than learned of other soldiers, namely Uranus and Neptune. They were trying to stop "Silence" in the form of Sailor Saturn, the one who could destroy the world for rebirth when all hope was lost. It would turn out that Chibiusa's new friend, Hotaru, was Sailor Saturn.
The fight vs the Tau invaders allowed all the soldiers (including Pluto, who had been sent back in time for her rebirth) to upgrade to a more powerful form (known as "Super" by fans). Saturn threw herself into the Tau system and destroyed it to destroy Pharoah 90, the leader of the invaders. But the power of Sailor Moon allowed her death to instead become an age regression. Hotaru was reborn as a baby with a full body rather than the cybernetic one she had possessed.
The next fight starts with the invasion of an army able to manipulate the fears and nightmares of man. They arrive during a rare full solar eclipse and pose as a circus from the Amazon callin themselves the "Dead Moon Circus". This circus is trying to take over the world by destroying Elysion, the long hidden stronghold that once upon a time the throne to the kingdom of Earth. The sealed priest of the kingdom, Helios, receives a message from a woman telling him he must find the Golden Crystal.
The unrelenting attacks on Elysion cause its prince (Mamoru) to fall ill. Helios uses the body of his steed (a pegasus) to send messages to the princess soldiers. The strong hearts of the soldiers unite and allow yet another form upgrade (called Eternal/Star by fans). Eventually the dark queen Neherennia of the Dead Moon is defeated. All who were under the influence of the nightmares were freed, including the Amazones Quartetto. Helios promised Chibiusa (whom he calls his "maiden") that they would meet again. The Amazones Quartetto revealed that they would one day be the Sailor Quartetto and would awaken and go to Chibiusa's side when she was ready. Chibiusa returns to the future.
Events begin to occur in the past that try to change the future. Chibiusa's guardians have awoken and join her when she goes to the past to try and help Sailor Moon, whom she knows is in danger. She arrives just in time to save Sailor Moon from an attack. She meets a little girl with red hair in hear shaped buns named Sailor Chibi Chibi. The girl tells her she can not interfere with Moon's battle, and is eventually sent back to the future to find it has been restored.
Chibiusa continues to train as a soldier and princess (gaining her fan attack of Starlight Date Therapy Kiss) when one day Crystal Tokyo is attacked by dark insects. The soldiers managed to banish them back to the portal they came from, but they performed a final move and knocked Princess Lady Serenity in with them as the portal closed.

I am removing her form manga canon. Not anime. Anime Chibiusa is a very different character (and a heck of a lot more useless). For those characters who come from a world where Sailor Moon is a franchise, they would only know her from japanese manga canon.

This allowed Sailor Moon to take back the Silver Crystals, but at the cost of Pluto's life.
The sacrifice Pluto had made broke Black Lady out of her darkness, and Chibiusa transformed for the first time into Sailor Chibi Moon. She was distraught, but the power of the transformation had awoken Neo Queen Serenity. She instructed her daughter to go help Sailor Moon, who had been warped to Nemesis. Together the two soldiers destroyed the evil that was Nemesis.
Chibiusa rejoined Usagi in the future in time for more trouble, caused by invaders from the distant Tau system. The two Moons and the guardians to Princess Serenity than learned of other soldiers, namely Uranus and Neptune. They were trying to stop "Silence" in the form of Sailor Saturn, the one who could destroy the world for rebirth when all hope was lost. It would turn out that Chibiusa's new friend, Hotaru, was Sailor Saturn.
The fight vs the Tau invaders allowed all the soldiers (including Pluto, who had been sent back in time for her rebirth) to upgrade to a more powerful form (known as "Super" by fans). Saturn threw herself into the Tau system and destroyed it to destroy Pharoah 90, the leader of the invaders. But the power of Sailor Moon allowed her death to instead become an age regression. Hotaru was reborn as a baby with a full body rather than the cybernetic one she had possessed.
The next fight starts with the invasion of an army able to manipulate the fears and nightmares of man. They arrive during a rare full solar eclipse and pose as a circus from the Amazon callin themselves the "Dead Moon Circus". This circus is trying to take over the world by destroying Elysion, the long hidden stronghold that once upon a time the throne to the kingdom of Earth. The sealed priest of the kingdom, Helios, receives a message from a woman telling him he must find the Golden Crystal.
The unrelenting attacks on Elysion cause its prince (Mamoru) to fall ill. Helios uses the body of his steed (a pegasus) to send messages to the princess soldiers. The strong hearts of the soldiers unite and allow yet another form upgrade (called Eternal/Star by fans). Eventually the dark queen Neherennia of the Dead Moon is defeated. All who were under the influence of the nightmares were freed, including the Amazones Quartetto. Helios promised Chibiusa (whom he calls his "maiden") that they would meet again. The Amazones Quartetto revealed that they would one day be the Sailor Quartetto and would awaken and go to Chibiusa's side when she was ready. Chibiusa returns to the future.
Events begin to occur in the past that try to change the future. Chibiusa's guardians have awoken and join her when she goes to the past to try and help Sailor Moon, whom she knows is in danger. She arrives just in time to save Sailor Moon from an attack. She meets a little girl with red hair in hear shaped buns named Sailor Chibi Chibi. The girl tells her she can not interfere with Moon's battle, and is eventually sent back to the future to find it has been restored.
Chibiusa continues to train as a soldier and princess (gaining her fan attack of Starlight Date Therapy Kiss) when one day Crystal Tokyo is attacked by dark insects. The soldiers managed to banish them back to the portal they came from, but they performed a final move and knocked Princess Lady Serenity in with them as the portal closed.

I am removing her form manga canon. Not anime. Anime Chibiusa is a very different character (and a heck of a lot more useless). For those characters who come from a world where Sailor Moon is a franchise, they would only know her from japanese manga canon.
