Physcial Description - Ninetales
At her basest, Ginger looks like a shiny Ninetales. She is extremely lean for her normal height, but its not to the point of starvation. You can't see her ribs, although if you were to put her on a scale you'd wonder why. Her eyes are the standard red of her species and the tips of her tails are the standard "soul flame" blue. However, her eyes are mature, wise, and brooding. While typical for an older Ninetales, Ginger takes this trait several steps past the natural point.
Her fur is extremely sleek and shiny, almost like silver itself. It looks like some professional groomer has just had a go at her. The fur doesn't seem to get dull as easily as normal, either. If she were to run through the forest at night, the fur would glint like polished silver.
To those with spiritual ability, it looks as if a blue soul flame (they are basically dark blue balls surrounded by light blue flame) were floating above each of them. If she chooses to express her full spirit form side, these are visible to everyone. If she is trying to hide it, only the most sensitive can see them. Note they are not connected to her tail, but hover just above the tips. The tips of her tails are pointed upwards all the time, a slight "deformity" from the more natural formation of a standard Ninetales.
Physical Description - Human Form
She appears to be an average sized extremely lean young adult human woman. Her weight is the matching human equivalent to her Ninetales form. Her hair is long, reaching just past her knees, and soul ball blue, basically a rich blue with hints of silvergrey. Her eyes are the same blue as her hair, although if she gets really angry they will be red. Slanted human looking either way, like an exotic Asian beauty, which matches the rest of the form. She takes the name Ginko Rei (surname last) in this form, and it roughly means "Silver Child Soul" with the surname last or "Soul Silver Child" with the surname first.
Her skin is a touch pale and her fingernails mid-length. She can express any type of clothing she wants and tries to go with one that fits the situation. If she's trying to scare people away, she'll take a flowing robe that makes her seem ghost-like.
She will often put her hair up in a ponytail with a silver ponytail holder. She can express herself with this when she takes human form. It should be noted, however, that she much prefers her Ninetales form and will use it if possible.
Weapons
Aside from using them in her attacks, Ginger can use her sharp teeth and claws like a normal fox would. Both natural weapons are just as sharp and painful as a real fox.

Note that she can use all the abilities listed on this page, but tends to stick to a small handful. In fact, she prefers only to use the ones most natural to her Pokemon species as to avoid attracting attention. If she wants to attract attention she will use her spirit abilities instead.
Ginger has nine special abilities, each connected to one of her tails. If a tail is harmed she must let it heal before she can use her ability. The left to right order is based on her left to right, not the viewers. The spirit orb above each of her tails pulses seconds before an ability activates, and it gives a chance to dodge to those few who can sense it.

Tail 1 - Ginger can take control of a person's mind. This functions like demonic possession. For a sacrifice of a tail's ability she can control another person, which obviously means she can control up to nine people. Each person's ability to shake off or avoid the possession entirely is determined individually and by their latent or expressed spiritual ability. Their soul is held within the soul orb above their corresponding tail and effecting the orb will effect them. The orb which usually has the aura of her own spirit energy will instead have the aura of the possessed entity. She can hold the posession indefinently, but the person can attempt to break free as much as they like.
Tail 2 - Ginger can free a person from possession. This pits 1/9 of her spirit energy against the possessor, although if the one being possessed is willing it pits it against both parties. She can sacrifice the abilities of her other tails to put more of her own energy into the attempt, up to 100% - but each tail involved must rest for up to an hour after an attempt. And if she uses all her energy, she must fall back on normal attacks.
Tail 3 - Ginger can take human form. However, it is a constant drain on her power and she can not use any non-human attacks while this is active. This one tail is also visible to those with large amounts of spirit sense and she seems "off" to those with even low spirit sense. They can't 'explain why, however, and it has been known to actually attract people to her because of the mystique.
Tail 4 - She can ward off evil spirits with this tail, but exactly how varies. She can trace a circle in the ground with the tail to form a ward or she can simply use it to intimidate an evil opponent. The effect is stronger the more tails she puts into the act. Warding uses more energy and requires an hour spirit energy rest for each tail used. However, if a circle ward is broken she is instantly aware of it. Intimidating evil only requires a five minute rest for each tail used.
Tail 5 - Ginger can send a blast of her energy at the opponent. This "spirit energy" is roughly equivalent to a psychic attack, except its bright blue and quite visible. She can bring her other tails in on the act to boost the power. For each tail used, an hour of rest is needed between attacks. A full blast would therefore require nine hours of rest. Rest means not using spirit powers, not sleep.
Tail 6 - This tail allows Ginger to force a person out of their body for interaction with the veil between worlds and the spirit world. Unless she wants to risk the spirit losing track of the thread back to its body, she must use her seventh tail in conjunction with this one. If the spirit decides to wander off, it is out of her hands and it will take much effort to even hope to return to its body. While the spirit is out of the body, it is in a coma. If the target is not willing, they can fight it. While it is theroretically possible for her to purposely "cut the cord", she would NEVER do this. It is not her purpose to strand spirits from their body and it is an outright violation of her duty. She can use her other tails to aid this ability, but she would not use her seventh tail because it would prevent her from guiding them back to their body. Each tail used requires 2 hours of spirit energy rest afterwards.
Tail 7 - Ginger can call spirits to her with this tail. It is what allows a Pokemon (or animal) spirit to follow her and reach the afterlife. She can mute this so one following her can't trace her by it (not that she doesn't scream spirit energy anyhow). In the veil between the worlds, it is the only thing preventing her charge from getting lost. It never needs to be recharged unless it has been used for another ability.

She can't force a spirit back to its body if the body is unable to take it (whether dead or not!) but if they are lost she can guide them with her seventh tail. It is not an eighth tail healing ability, however. The healing this one tail can do is up to a moderate wound and not broken bones. She can bring a person back from the brink of death if she uses all her tails, but she will only do this if it is not their time, which she can sense. Healing someone that is not unconscious requires a 2 hour rest period for each tail used. If she must heal them after they are uncionscious, it takes a whopping 4 hour rest per tail, and it requires a minimum of five tails!
Tail 9 - This ability can not be activated on its own. If someone pulls her tail, she can choose to not activate it. However, if she does, the person will be cursed with terrible luck for up to 1,000 years. If they die, their spirit will be forced to remain earthbound for the remainder of the time. At the cost of using her spirit abilities for 48 hours, she can choose to remove the curse. This puts her at a huge disadvantage, so she is loathe to do it. Once the time limit is up, the spirit is free to move on. Or the entity if they live that long.
She also has the "extra" ability granted to her by her duty to walk past the veil seperating the physical world from the world of the dead. She is invisible while in the world of the dead, but can be sensed by those with the ability. She can guide Pokemon and animals to the world of the dead. Their fate after reaching is out of her hands. She seems more ghost than physical when in the thin veil and she can choose to hide herself. The soul balls above her tails are visible to everyone if she shows herself while here, although she is semi-trasnparent like many ghosts.
Skills
Graceful and agile. While not faster than a high speed Ninetales, she does seem more dexterous.
She can use a sword in human form with the ability of a master, but she has no ability to manifest one and as such must get it from an outside source. She prefers short swords, but can also use longswords and rapiers. She can't use broad or bastard swords.
She is also an amazing cook with any oriental food, especially those involving rice. Her best dishes are inari-zushi (rice filled pouches of fried tofu), kitsune udon, kitsune soba, and aburage (fried sliced tofu). The latter of which is used in the first three dishes. However, she is not a big fan of berries.
Personality
Ginger is a pretty laid back girl. She enjoys beauty and loves a good laugh, but she tends to distance herself from the normal living. She prefers the company of spirits and those souls who are not allowed, for whatever reason, to pass on to the world of the dead. She minds not the violent ones as long as they don't cause her trouble and is a great friend to the more depressive ones. She's amazingly calm around the supernatural due to being exposed to it for so long.
She is graceful and kind and loves to cook for spirits or the few living that visit her. She does have a serious side, and you'll see it without any problem if you attempt to interfere in her duties. Its a very black and white comparison between her work and play. If she knows you are a Pokemon or animal soul that needs to pass beyond the veil to the world of the dead, she will hunt you down. She has no pity for fear of the afterlife and is very "by the book" when it comes to the time to pass on.
She dislikes teasing but it will take a lot for her to interfere unless it involves a mission to guide a soul to the land of the dead. She prefers not to interfere in "mortal affairs".
History
Ginger was born like all Vulpixes. With a single tail. She was more spiritually sensitive than many of her kind. It was such a difference that the race that normally accepted the power outcast her. She fled to the spiritually active site that would one day be Mt. Pyre. After recovering from the trip, she settled in. Her evolution to a Ninetales occured thanks to a gift from a soul friend of hers. He had given it to her as thanks for being kind to him as he got ready to pass on.
On her 1,000th birthday, the maximum life expectancy of a Ninetales, she found a wandering spirit. The spirit was scared and sad, and Ginger wanted to help it. Her spiritual ability had been growing her entire life and she managed to do the impossible... and the unthinkable. She broke through the barrier between the world of the living and the dead and let the spirit move on. This greatly angered the spirit world, but it also fascinated them. She was informed by a representative that she had two chioces. Be cast to hell or become a guide to the dead that wandered to this spiritual hotspot.
This was the first time she had been given a "positive" option with her abilities and she gratefully accepted, taking on the duty like a trooper. Over time she gained powers in her tails beyond the one that allowed her to guide spirits, and she used it to guard the grounds from those that would defile it. She was a hinderance to setting up Mt. Pyre, but once a medium informed her it was meant to be used so Pokemon could rest upon death, she allowed it and became its guardian, eventually fading into all but forgotten myth.
When the fiasco involving Team Aqua, Magma, and the orbs occured, she didn't do much. She scared the crap out of some of the team members who tried to defile the place, protecting it, but she made no effort to protect the orbs. The spirits of Groudon and Kyogre were not of her concern and as long as no one defiled the grounds she cared not what they did.
A spirit wandered to Mt. Pyre one day that did not belong to either of the worlds she knew. She tried to guide it, but the barrier she broke did not lead to the world of the dead... at least not of her world. After bidding the spirit fair well she emerged in the graveyard... of Dimension Island. She is distraught that she has been unable to receive orders from the spirit world and has chosen to leave the graveyard in an attempt to find her way back to her true post in the world of Pokemon.
Other
I used the myth of the kyuubi, the fact that Vulpix could be found on Mt. Pyre, and the many Pokedex entries about Ninetales as inspiration for this character. I've had her in my head for some time, but chose to make her now since she fits so well with Yuyu Hakusho canon and Yuusuke's imminent arrival in the RP.
She is based in game canon, although unlike some of my other Pokemon characters could be shifted to anime canon without much effort. Her type as a Pokemon is fire, despite the fact that she is better called a ghost or spirit. She is best described as a "yokai", the Japanese catch-all word for spiritual entities.
