Physical Description
Belphegor is, to start off, the most human appearing of the known Bel Demons. Also the best looking, at least by human standards. This, however, all relates to beliefs about success and the "easy life".
Belphegor stands rather tall, and he has a proud regal bearing that is known to make him appear even taller. He has some moderate muscular definition. It's a little above what one might see on a track star. His skin is the color of platinum, but is obviously still flesh. In fact, despite its odd coloring, seems very well cared for. Its comparable to what one might see on a super model.
His eyes are roughly human in basic shape, formed like one might expect a high European noble's eyes to be. However, they are straight gold. They are likely more accurately described as fool's gold in that they shine and catch light with far more glamour than real gold. His ears seem oddly formed, in that they stick backwards. They're two and a half inches long and taper to a point like oddly positioned anime elf ears. He has onyx black hair that is long. The bangs are nearly non-existant. The hair is pulled back and held in place with a gold loop, about an inch tall. The center of the loop has a blood red ruby of significant size. To the immediate side of it is a sapphire, and than an emerald, both of the standard blue and green colors. The ponytail itself falls to the base of his back.
Rising from his temples are two gold horns. They loop around his head in both directions. At the back they intertwine like a braid. In the front they do a similar fashion, the two pieces form a "base" of sorts for a large diamond to rest. The diamond is shaped like a standard diamond-shaped gem cut, or like the Chaos Emeralds are often shown in Sonic the Hedgehog. Its the color of a sapphire, and is larger than the fabled Hope Diamond. Its in this manner the horns appear to be a crown rather than horns.
He has fairly long fingernails which appear more bone than fingernail in that they are off white. They are quite sharp, and have a faint pink tinge to them, indicating his usage of them as a weapon in the past.
He wears several different layers of clothing, and it screams of European nobility and royalty. The base part of the outfit is a blood red robe piece with wide sleeves. The sleeves are rolled up revealing silver lining, and to touch the entire thing would feel like silk of the highest quality. He has a silver tie around his waist, and the ends come down from the back and float in a rather unnatural manner. The tips are raised up slightly and points outwards to either side. The wrap is lined in gold cloth and has pointless gold embrodiery.
He has a royal robe with probably the world's longest train. The robe itself is deep purple, of the type many royals have called royal red. The lining is gold cloth, but none of this is the most impressive aspect of the cape. The impressive part is the fact that the train is split into two pieces like the tail of some tuxedo jackets. The lining is around the entire thing, but the train defies every law ever written by Newton and pulls foward. It spirals up into the air to either side of Belphegor. He is often seen with it wrapping around his arms loosely, sort of levitating there, but he can move his arms without them interfering if need be. The robe seems to flutter in some non-existant wind. It flutters faster if Belphegor is having a strong emotion.
His entire outfit has embroidery of fancy vine-work like patterns in various locations. Its always a metallic thread of gold or silver, whichever one compliments better.
He does have any number of human forms a situation may require. He can also appear in any outfit he likes, but he refuses to appear in anything that doesn't make him seem rich or noble. As such, his human form pretty much always wears the equivalent of an Armani suit. The human form can be any race, but it all comes down to what form would make him seem the most successful.
Weapons
Technically, he doesn't have any phsyical weapons. However, his bone-like fingernails are quite usable as claws and he is well known for using them as such.
Abilities/Powers
First, I'm well aware that the powers outright break canon in places. I don't like limiting my game based characters to moves and such, and I quite frankly don't know enough about the Bel Demons in Devil Survivor to use any kind of template. However, I do have some explanation for his "stronger than Belberith" feel in his history. So if you're a fan of Devil Survivor, keep all of this in mind.
Belphegor's powers aren't really chronicled by anyone, including the other Bels. Its quite possible the only one that knows the extent of his power is God. But he has access to various incarnations of the spells the other Bel Demons can use and is strong to the six standard modes of attack in the game he is based around. He has the power to nullify Physical, Agi, and Zio based spells. About the only thing that doesn't suffer a disadvantage towards him are spells with a more holy lean to them, and his sheer strength means they are more effective only in the context of other attacks.
He's very good at improvising abilities and powers, even if said improvised result has never been seen before. It comes down to his intelligence and his "realm of influence" - He is inventive and creative, and it shows in how he battles and the resulting abilities and powers.
On a more mundane note, he can take human form if the need arises. He doesn't need to possess a human to do so, although it is likely within his power. However, he doesn't bother posessing those that would fight him, instead trading the knowledge to become successful for the right to inhabit the body. This is, in its own way, one of the only ways he'll form a contract.
Not so much a power as a quirk, but he has an absolutely BLINDING aura of darkness. The only Bel demon that really had a similar level was Belberith during the final battle of Devil Survivor. He seems to have some trouble controlling the output of the aura, and even at its most muted will set people on edge. It makes his ability to take human form less useful than it could otherwise be.

Belphegor has moderate fighting skills in terms of human forms of fighting. He's an absolute terror in terms of demonic forms of fighting, but it really relates more to his abilities and powers. He is a master of high speech, and can speak eloquently in any language he chooses, the demonic races being mostly uneffected by the effects around the tower of Babel.
He has this skill of sweeping in a situation and taking total charge. Its merely a matter of charisma. He's smart and quick thinker, and can come up with some of the most ingenious solutions to things.
Personality
Belphegor is often described as the god of the lazy, or the slothful. In truth, he is the demon of invention. He comes up with ingenious ideas or ways to impliment them and tells these ideas to man. Man then impliments them and becomes more lazy from having to do less. The fact is, Belphegor is one of the more creative thinkers the demonic world has ever seen. He uses this strength to manipulate and misguide Man.
He's also very fond of the good life. He's the type that would buy an island just to prove he could or buy a diamond encrusted pacifier. He revels in being seen with envy over his power and accomplishments, and almost always acts towards furthuring this opinion of him. He enjoys watching the people with the poorest spiritual riches damn themselves for the greatest material ones.
He himself is actually very material. He who has the most toys wins. He is also quite the tyrant, having no problem crushing the weaker under his heel to keep his position. He's the Rockefeller of the demon world and his greatest weakness is perhaps his unwillingness to ally with others. For he trains to dethrone those with more power and refuses to dirty himself with those who have less.
History
Its entirely possible that if the events leading up to his banishment had not occured, Belphegor would be sitting upon the Throne of Bel and the events of Devil Survivor would have never happened. But let's rewind a bit.
The battle for the Throne of Bel, otherwise known as the one who could rule over and command all demons, began a very long time ago. There were literally thousands of demons whose name held "Bel" hidden somewhere, and it was not uncommon for a demon to get promoted to this right, the right to compete for the throne.
Belphegor was always one to get on the other demon's nerves. They claimed he offered contracts far too easily, and it is quite possible to blame man's earliest technological advances on the demon. Things like the ability to harness fire and the wheel were all a result of Belphegor's contracts. Couple that with his power level, and it was only a matter of time before he was ganged up on. Even those under him began to shift loyalty away in favor of his defeat.
His intelligence allowed him to see the attack, and he began working on a countermeasure. However, he underestimated how many demons he had pissed off. It wasn't just the contenders for the Throne of Bel, either. Many of them had recruited lower demons to help them. Belphegor was nearly killed, but he managed to release enough of his power to create a rip in reality. Said rip acted unpredictably and he was sealed for thousands of years in man's history.
He would resurface in another world, a matter he was well aware of. However, this othe world didn't appear to have a demonic side to it. No Throne of Bel to nitpick over. As the events in the human world he used to know transpired, the War of the Bels beginning to wind to a close and all, Belphegor was completely unaware. He had surfaced in a castle and proceeded to drive out or enslave the spirits there and flood the area with his dark energy.
He honestly didn't expect anyone to be stupid enough to gate crash, although it could probably be blamed on the way he was suppressing his aura. Made the creepy castle a lot less creepy. But now he has two gate crashers, and events on other parts of the island mean he'll be going back into activity, and soon.
Other
Based around the game Shin Megami Tensei: Devil Survivor, specifically the War of the Bels plot which takes a backseat only to the overarcing "God's Ordeal" one. I had to fudge on his powers a bit and such, but I'll try to avoid using thing that aren't canon to the game in some way or another. However, it's possible I'll draw from elsewhere in the main Shin Megami Tensei franchise (as opposed to the Persona spin offs) for his powers, just so you can be warned.
Merely be being a Bel demon he's intertwined with FF's character, K1. This is not something I'll be ignoring. Also, he is most indeed based upon the demon of the same name. Heavily based upon, I might add.
