Physical Description (Spirit Form)
He'd be a cute little baby that looks like he's barely old enough to walk if it weren't for his mouth. He's got a fair amount of what looks like baby fat and the standard problem of eyes that look too big for his head that properly proportioned babies have. His skin tone is on the paler ends of Asian, and his eyes have a typical Asian look to them. They are dark brown bordering on black, a typical Asian color.
He has short light brown bordering on orange hair, but its hidden under a rather disproportionally large blue hat. The hat is as tall as his body and makes his head look twice the size it actually is. Its got the royal seal of his family on the front, which has an orange border and kanji (the kanji translates to "King") and a black background, and "Jr" on the slightly lighter blue part folded up, which rests right over his forehead. If the hat were to be taken off the "Jr" would still be there. Its placed there by Reiki/Spirit Energy. He'd also have the fine hair one would expect a baby to have and the biggest case of hat hair this side of the Reikai.
He wears a very conservative Asian outfit that is sky blue in color. The tie around his waist is yellow. He has black booties and is often seen sporting a white bib. He also has a dark pink bordering on red binkie in his mouth constantly, but seems capable of speaking just fine despite it. Sometimes his clothes will change up a bit for something slightly less simple and more traditionally Asian, and he tends to throw in a blue the same color as the lip of his hat for coordination.
Physical Description (Human Form)
He's quite the good looking young man in this form. His skin is the same slightly pale Asian as he has in his spirit form, and his eyes and hair are the same color. His eyes are far more noticeably Asian, right down to the epithantic fold and slight slant. They aren't as expressive as in his spirit form, tending towards a softer feel unless he's dead serious or raging.
As mentioned, his hair is the same light brown bordering on orange, but its now well groomed and on the long end of short. Its quite healthy looking as well, but its certainly no where near enough to get him an accusation of girly.
His outfit varies depending on why he's in human form. If its to not create a huge ruckus in the Ningenkai/Human Realm, he'll wear something more modern. However, if its so people don't go into gigglefits due to him appearing like a baby (which they have been known to do, even knowing his rank and power), he'll wear something stereotypically Asian, although on the simple side of things. He greatly prefers an outfit in shades of green. His cloak/cape cross is of an extremely dark color of the scheme he's going with, enough to be mistaken for black. His main outfit is of the of a light shade, the tunic-like piece being a standard dark shade of his scheme. The tie around his waist is still yellow, but larger than in his baby form to keep in proportion. If he has cuffs on his sleeves, they will be the same color as his tunic. He has pants of an extremely pale shade of the coloring scheme he is going for, and his shoes are always the soft soled black you might see a monk wearing (whether he's tyring to blend in the Ningenkai or not).
When trying not to create an uproar in the Ningenkai, he'll tie a cloth around his forehead, as he seems incapable of hiding the "Jr" mark that is a holdover from his spirit form. Not that this is what draws the most attention. The teenager still has the binkie in his mouth. There is a reason for this (explained in the Weapon section), but its certainly something that would draw attention in just about any Ningenkai. Moreso than what would be passed off as an odd taste in tattoos aka the mark on his forehead. He is aware it draws attention but won't react to teasing about it nor explain it to those that don't know its purpose. Like in his spirit form, he can talk just fine with it in his mouth.
Weapons
The only physical "weapon" Koenma has is his binkie. Which would cause just about anyone who didn't know its potential to have an "are you kidding?" moment. Its not as much a weapon as it is a storage device for Reiki which can be utilized for a massive spirit blast.
In actuality, its a "Mafuukan" which roughly translates to "evil spirit ring". Basically by keeping it in constant contact with himself, he has been channeling his Reiki into it for most of his life. It has such a massive amount of energy that the release of it is actually quite risky and has the potential to kill Koenma. Its pretty much impossible to describe the power level in it and could be described as unbalancing...
...if he were willing to use it. Koenma's got a good head on his shoulders and would only even attempt to use it if it was an absolute last resort. As in he is convinced the fight is guaranteed to be lost if he didn't. As such, it's not a problem to him that the chances of him dying from its use are astronomically high. While its a weapon and it is there, don't expect anything but an "OMFG EPIC" situation to even have him think about using it.
If he were to survive its usage, it would go back down to its original power, which is almost nothing - barely enough to guide some spirit back to its body. He'd have to spend another near millenia channeling energy into it for the power to get back up, and probably wouldn't bother. What should be noted is that it doesn't give off a spirit aura unless he removes it with the intention of using it. Basically, even to the most sensitive of sensitives, its a binkie. If he pulls it with the attention of using it, however, it gives off an almost blinding amount of energy, to the point that the completely daft to Reiki can see the glow.
On a side note, he is able to use traditional weapons, although he wouldn't bother with a gun and finds them a bit on the distasteful side. He's pretty amazing with a sword, actually, but his position means its a skill he doesn't really ever get to use. Can't let the heir to the throne get himself killed in battle and all that.
He does, however, have access to Reikai tools and has the ones Yuusuke didn't have yet with him. His position as the heir to the throne of his world's Reikai means he can get access to a lot of stuff he otherwise couldn't and his skill at the bureaucratic red tape game is known to prove rather useful.
Abilities/Powers
Koenma doesn't really have much in the way of abilities. He has seemingly latent Reiki abilities, but he is constantly channeling said energy into his binkie. His human form has a muted version of any abilities he might have and red tape often ties any remaining chance he would have of using them.
He is incredibly agile and almost always chooses flight over fight. He would get his butt handed to him in a fight involving energy in a manner of seconds. Despite having training and skill in melee, its all more a matter of grooming than actual experience. He's often good at finding the way out, and has even been known to sport a jet pack to flee a situation that could have called for it.
He is able to pass between the "barrier" between the Ningenkai and Reikai as if it doesn't exist, although its more a manner of projecting his spirit form than a true passage. He has to go through the usual red tape to go out in human form, which like all spirits is the only form normal humans can see. Only demons are guaranteed to see his spirit form, but unspecified non-humans have a chance depending on power levels and/or sensitivity to spirits. Some of the more senstitive humans can sense him, but only the most powerful of that already small pool can actually see him. If you have psychic abilities or other powers, it doesn't mean you can pick up on spirits. It really depends on how the power manifests. However, all animals can see his spirit form.
He is also able to manipulate Reiki for less dramatic purposes. With the right preparation and research, he can open portals between non-adjacent worlds (such as his Reikai and Dimension Island or his attached Ningenkai and Dimension Island), but he has to fill out such a stack of paperwork to do so he rarely considers it worth it. Its also quite the drain and can backlash on him. As well as totally against protocol. The Reikai of other worlds tend not to take invasions well and there is an unstated agreement to not breach those barriers.
Koenma has a human form, like most denizens of both the Reikai and Makai/Demon Realm. Being technically one of the most powerful spirits of his world allows his human form to have a bit mroe functionality then, say, the standard spirit guide. Ergo, its not a shell, but an actual form. It does take some limited energy to maintain, but he merely has to divert a bit away from the Mafuukan to do so. He can quickly take his true form again at a moment's notice, and unlike certain spirit guides has no need for a true "shell".
Skills
Koenma is a prince, first and foremost. He was raised to eventually ascend the throne and is one of the most amazing diplomats you'll ever meet. His experience with paperwork has also made him more than an expert on that and would probably have a century long party if he could move to something as "simple" as Ningenkai red tape in terms of paperwork.
Personality
Koenma's actually pretty level headed. He does get irritated easily and is rather known for taking out his frustration on errand boys around the office, but at the end of the day he'll do what needs to be done. The greater good always comes first and foremost, and while he'll whine about it the entire time will end up doing what's right... even if it means breaking every protocol in the book. Heck, some of his actions have resulted in new protocols.
He's generally fairly obedient to his father, but its out of interest in maintaining order and/or fear than any real respect. He is the front man in many situations merely because of his father's infamous temper. All those earthquakes Japan has? Totally a result of King Enma's complete lack of anger management.
To many he seems like a pushover, but its merely because he chooses his battles carefully. When he's not swamped by paperwork he tends to be calmer. And while not immediately evident he does have quite the scheming side. The years have given him an odd sense of humor. What isn't immediately evident is his lack of understated angst. In fact, a lot of his levelheadedness now comes from grave mistakes he has made in his past.
He has a fairly different personality among those he trusts. Most of the Reikai sees him as fairly stoic and his sense of diplomacy makes him far better liked than his father in most cases. But he's actually pretty stressed most of the time. He is easily irritated and with people who know this side of him will rant and rave quite a bit more. He values his friendships even if the ones he considers friends get on his nerves almost constantly. He would only admit his attachment to people like Yuusuke if the kid were dying and would regret it later because he'd be razzed about it.
A lot of his attachments come from duty and a wish to never screw up again. In fact, that's one of Koenma's biggest fears. He feels he caused the destruction of the mind of one Reikai Tantei/Spirit Realm Detective (see history) and constantly has to balance his duty with his concern for others. However, duty will win out and he will sacrifice people for the greater good. The whole "The needs of the many outweigh the needs of the few" thing Spock from Star Trek is known for is an adage Koenma very much lives by. He would not hesitate to sacrifice his life for the greater good.
History
Koenma never knew his mother, and doesn't really consider it a matter of any importance. The Reikai is very patriarchal, and despite having a ruling council the male head of state can put his foot down on anything he wants. He was raised far more by various spirit guides than his busy father, which likely explains many of the personality differences between the two. In his early years he spent much time among the lower ranking spirits and got a good grasp of understanding that power must not be abused. Even then he formed the opinion that his father used the "Because I said so" excuse too much, but it wasn't his place to question the rule. Besides, his father lashed out pretty badly over questioned orders.
When he was sixteen, his father finally got annoyed with his sneaking out to get the opinions of the public and shoved him in a back office of the Spirit Realm. It was then his training with paperwork began and his less diplomatic sides began occurring. It was clearer than before who his father was as the stress of the amount of paperwork, particularly in concern with the amount of crimes committed between the Makai and Ningenkai, basically buried any chance he had of getting to go anywhere more the once every few decades.
There were many policies he encountered that he had no support of, but if he tried to bring it up with his father he would get more piled on top of him. He became well accustomed to this life and over time was given a few more duties that didn't involve the paperwork slog. Some of which was assigning missions to Reikai Tantei, and one of these assignments would scar Koenma's psyche for the rest of his life.
Over the history of Koenma's life, there have been only a handful of Reikai Tantei. They would generally only get hired in times of dire need or if it was a way to allow them to live with their abnormally strong spirit abilities, and they would stay in position for as long as they wanted after the fiasco they were hired for was over. The Detective immediately preceding the current one, Yuusuke Urameshi, was a man by the name of Sensui Shinobu. Koenma hired him due to his unbelievable spirit powers.
The mission that would scar Koenma so badly was to deal with the fluctuations of the barrier between the Makai and Ningenkai. It was a small fluctuation caused directly by the interferences of a group known as the "Black Book Club", a group that was pulling monsters of D rank and lower out to sell for cash. A man who would later be killed in a Dark Tournament through the actions of the current Reikai Tantei, Yuusuke Urameshi, had made a specialty of capturing the monsters for said sales. This "Sakyoh" was becoming very rich off the practice.
Koenma sent Sensui and his friend/partner Itsuki to head off a large sale being headed by Sakyoh. He was very nearly successful, but during the raid he was scarred more emotionally than 99.9% of humans, even those used to and and hateful of demons as Sensui was, could survive. Most would have died from the mind snap. To put it grotesquely simple, he saw the humans he believed so strongly in delighting in the torture of the demons he had convinced himself to be the ultimate evil. His snap? The complete and total slaughter of all the humans there. With possibly more "glee" than the humans had been torturing the demons with.
Sensui rationalized that "man" did not exist. For his mind had decided that what he had considered to be man, this pinnacle of goodness, was gone. It was the type of snap that would occur to most people if everything they had ever known was irrevocably turned into a total lie. Koenma felt terrible, and dismissed him. He had chosen Sensui for his ideals of justice and commitment in combination with his powers. He now wanted a Detective that would better see the shades of grey, who would be more irresponsible. Sensui seemed to drop off the edge of the Earth during Koenma's search, and the final result was merely an indescribable feeling of guilt in Koenma's heart and a shift in his personality to something calmer and more stoic.
Ten years later, an unexpected death would lead Koenma to find the type of person he wanted to hire as the newest Detective. A fourteen year old human boy by the name of Yuusuke Urameshi would prove that fate isn't all its cracked up to be by shoving a little boy out of the way of a car. Totally unplanned for, none of the afterlifes were ready for Yuusuke's arrival. Koenma dispatched the spirit guide Botan to inform the now ghost that he could either accept a test for revival or wander the world as a ghost for the rest of time.
What Yuusuke wasn't told, however, was that the test was to see if despite his terrible track record as a human being and his complete unpredictability, he could still function as a Reikai Tantei. The test involved a golden spirit egg, and would prove whether or not he had a good heart. Or he'd fail and he'd be eaten by a demon. Life as a Detective or complete death. He felt rather rash for doing it, but he rationalized that he was giving the idiot a chance at life.
However, it came to his attention once the test was accepted that the teen's biorythym was unusual. For the rare cases of returning to life such as these, there were windows for the spirit to return to the body. The next one was in a few months, and the one after that would be in fifty years. Using his powers of diplomacy, Koenma brought the situation to the Reikai council's attention. His father was rather busy and as such had no say in the manner. The council accepted the reasoning that the test would be rather pointless if the body aged fifty years before returning, and Koenma allowed Yuusuke to return to his body early.
However, the egg had not hatched. But the energy Yuusuke had channeled into the egg and been forced to use to save his girlfriend from a fire had been quite positive. Using that knowledge, Koenma told Botan to tell him he had been hired as a Reikai Tantei. It wasn't just her experiences with him as his spirit guide while he was a ghost that caused Koenma to make this decision. No, it was the fact that once he told Botan something needed to be done she could be quite a pain in the butt to ignore. And he knew Botan would pester Yuusuke until he accepted. Luckily, it didn't come to that, possibly because the teenager was just as aware how tenacious Botan could be.
It turned out that hiring the boy had been the right choice as it was less than twenty-four hours later, three demons up and stole three treasures from the Reikai. Treasures his father greatly valued and would likely go ape if he found out were missing. Which in terms of King Enma could mean the destruction of a country. Actually, he was quite panicked about the whole situation. His dealings with Yuusuke had put a chip in his stoicness and he was ranting more than he was used to.
Yuusuke managed to get the treasures back and the demons were arrested. Kurama and Hiei were put under strict watch while Gouki was locked away, merely because of the difference in their criminal records. While Koenma knew Kurama and Hiei were potentially deadlier than Gouki, he couldn't ignore the fine print. It would have looked rather bad if he'd locked them away after their "first" offense.
Koenma continued assigning missions to Yuusuke through Botan. Find and defeat the demon Rando who was trying to get the secret technique from Master Genkai, defeat the threat presented by the Four Saint Beasts, rescue an Ice Maiden demon, etc. After the battle to resuce Yukina, the ice maiden, Yuusuke and the allies he had made in his battles were forcefully invited to the Dark Tournament. Koenma knew the chances of Yuusuke surviving were slim, but he also knew Yuusuke's attitude and how stressed he was getting. He chose not to stop the Tournament, even though it was technically within his power.
Early in the tournament, Yuusuke's spiritually senstive "friend" Kuwabara was gravely injured, effectively eliminating him from said tournament. Koenma ended up having to gamble his life to allow the tournament to continue at one point, due to the death of Master Genkai and the injuries of Kuwabara. It was all part of the multitude of schemes set up to make the tournament "impossible" for Yuusuke to win. Eventually, however, the fight was won. And Master Genkai quite literally came back from the dead.
Things settled down after that. For a week. Then Yuusuke vanished. And Koenma got dumped with such a pile of paperwork it wasn't even funny. In fact, some of the paperwork wasn't even from the department of his own Reikai! He was having to deal witht he bull from two other Reikai, one of which was far removed from his own and quite convinved it was Koenma's problem After all, their spirit guide wasn't the type to rock the boat. The fight this sparked caused so much more paperwork that Koenma couldn't even get out long enough to inform even Botan.
As "luck" would have it, a week after Yuusuke's disappearance Botan burst into Koenma's office, raving about how Keiko looked ready to maul a bear over Yuusuke's disappearance. Koenma informed her he was well aware of it and called an emergency meeting of all those who had participated in the Dark Tournment, who by this point had become sort of a "team" that helped and supported Yuusuke. However, Master Genkai refused to join the group, flatly informing Botan that if the idiot was in trouble he'd have to get himself out. Actually, she was perterbed about him running of with a pair of spirit cuffs, but chose to keep that to herself.
At the meeting, in which Yuusuke's raging girlfriend, Keiko, and the Spirit Beast that had hatched from his egg, Pouh were also present, Koenma explained the situation as best he could. Basically, he had figured out how to open a portal to the world Yuusuke had been drawn to and wanted to send one of the team there. He allowed the group to discuss their options, and the choice was made to send Botan. Her powers would allow her to contact the head of the Reikai of that world, who had been oddly quiet, and convince them to return Yuusuke to his own world.
Koenma forced open the portal then and there, only to have Kuwabara rush through. The unexpected turn of events upset the portal and it snapped shut. Koenma was freaking, it was hard work opening the portal, but Kurama stepped forward and said he would be willing to give chase. Kuwabara had lost the ability to use his powers, seemingly as a result of the tournament, and the way things were going they needed someone who could fight due to Kuwabara's rather impulsive tendencies. Ones that never ended as "well" as they seemed to for Yuusuke.
Koenma met Kurama late that night, well aware of how miffed the spirit fox was over having to lie to his human mother. He forced open the portal again, but was blown back as Kurama stepped through. He returned to his duty of paperwork after that. And oh lord was there paperwork. His father was absent yet again, and the paperwork was not going down in the least.
A few days later, and Hiei informed Koenma he wanted to go after Kurama and the two idiots. He would have never admitted it but he was quite worried about the trio. And more than annoyed at Botan insisting he go after them. Koenma conceded, opening the portal and letting the demon through. He then informed Botan that he owed her and she needed to help him with paperwork now, much to the spirit guide's chagrin.
A few more days, and a week had passed since Kuwabara went throught he portal. Botan was now begging Koenma to let her go with the original plan of contacting the Reikai of the other world, which still had yet to contact them. He finally gave in and forced open the portal. It nearly cut Botan in half as it snapped shut. The portals were getting harder to open and maintain.
The next event pretty much floored Koenma. Master Genkai contacted him and all but ripped him a new one with her chew out. The only reason she had conceded to coming back to life was to help train Yuusuke, and the idiot had yet to return from his "frolicking". Koenma nodded and opened the portal. The only reason Genkai didn't get destroyed as it snapped shut in the few seconds he could hold it open was her speed. He now realized that whatever force protected the island had had quite enough with his interference. If he wanted to get everyone back, he was going to have to go as a diplomat of his realm and convince the world himself.
He quickly wrote a note to his father, sealing it and handing it to one of the office workers with the explicit instructions to hand it to the King only if he was not back by the time his father returned. He shooed the worker out of the office. With that handled, he forced open the portal. Several huge piles of paperwork were sucked in after him, and much of it was sliced in pieces as the portal snapped shut in under a second. Koenma had gone to Dimension Island ready to rip Yuusuke and company a new one.
After all, what did they think this was, a vacation!?
Other
Koenma fits into the same continuity as both of my other Yuu Yuu Hakusho canon characters and those created by Jilak. It is manga based continuity, which is why his outfit(s)/form(s) fit the manga images and not the anime ones. They are all pulled from after the Dark Tournament arc and the Sensui Saga arc is treated as non-existant except for the backstory tidbits revealed during that arc. Seeing as how chronologically they happened before the characters were pulled from canon, they still have the character forming impact. Which is why Koenma still has the binkie but has the guilt and memories of Sensui.
In RP chronology, Master Genkai shows up first. I am, however, signing up for Koenma first because Jilak can't get her application up at the moment and I don't want to screw up my own posting schedule too much. I'll be removing this part of this section once Genkai is approved. To be clear, he won't show up until after Genkai.

He is aware it draws attention but won't react to teasing about it nor explain it to those that don't know its purpose. Like in his spirit form, he can talk just fine with it in his mouth.
Weapons
The only physical "weapon" Koenma has is his binkie. Which would cause just about anyone who didn't know its potential to have an "are you kidding?" moment. Its not as much a weapon as it is a storage device for Reiki which can be utilized for a massive spirit blast.
In actuality, its a "Mafuukan" which roughly translates to "evil spirit ring". Basically by keeping it in constant contact with himself, he has been channeling his Reiki into it for most of his life. It has such a massive amount of energy that the release of it is actually quite risky and has the potential to kill Koenma. Its pretty much impossible to describe the power level in it and could be described as unbalancing...
...if he were willing to use it. Koenma's got a good head on his shoulders and would only even attempt to use it if it was an absolute last resort. As in he is convinced the fight is guaranteed to be lost if he didn't. As such, it's not a problem to him that the chances of him dying from its use are astronomically high. While its a weapon and it is there, don't expect anything but an "OMFG EPIC" situation to even have him think about using it.
If he were to survive its usage, it would go back down to its original power, which is almost nothing - barely enough to guide some spirit back to its body. He'd have to spend another near millenia channeling energy into it for the power to get back up, and probably wouldn't bother. What should be noted is that it doesn't give off a spirit aura unless he removes it with the intention of using it. Basically, even to the most sensitive of sensitives, its a binkie. If he pulls it with the attention of using it, however, it gives off an almost blinding amount of energy, to the point that the completely daft to Reiki can see the glow.
On a side note, he is able to use traditional weapons, although he wouldn't bother with a gun and finds them a bit on the distasteful side. He's pretty amazing with a sword, actually, but his position means its a skill he doesn't really ever get to use. Can't let the heir to the throne get himself killed in battle and all that.
He does, however, have access to Reikai tools and has the ones Yuusuke didn't have yet with him. His position as the heir to the throne of his world's Reikai means he can get access to a lot of stuff he otherwise couldn't and his skill at the bureaucratic red tape game is known to prove rather useful.
Abilities/Powers
Koenma doesn't really have much in the way of abilities. He has seemingly latent Reiki abilities, but he is constantly channeling said energy into his binkie. His human form has a muted version of any abilities he might have and red tape often ties any remaining chance he would have of using them.
He is incredibly agile and almost always chooses flight over fight. He would get his butt handed to him in a fight involving energy in a manner of seconds. Despite having training and skill in melee, its all more a matter of grooming than actual experience. He's often good at finding the way out, and has even been known to sport a jet pack to flee a situation that could have called for it.
He is able to pass between the "barrier" between the Ningenkai and Reikai as if it doesn't exist, although its more a manner of projecting his spirit form than a true passage. He has to go through the usual red tape to go out in human form, which like all spirits is the only form normal humans can see. Only demons are guaranteed to see his spirit form, but unspecified non-humans have a chance depending on power levels and/or sensitivity to spirits. Some of the more senstitive humans can sense him, but only the most powerful of that already small pool can actually see him. If you have psychic abilities or other powers, it doesn't mean you can pick up on spirits. It really depends on how the power manifests. However, all animals can see his spirit form.
He is also able to manipulate Reiki for less dramatic purposes. With the right preparation and research, he can open portals between non-adjacent worlds (such as his Reikai and Dimension Island or his attached Ningenkai and Dimension Island), but he has to fill out such a stack of paperwork to do so he rarely considers it worth it. Its also quite the drain and can backlash on him. As well as totally against protocol. The Reikai of other worlds tend not to take invasions well and there is an unstated agreement to not breach those barriers.
Koenma has a human form, like most denizens of both the Reikai and Makai/Demon Realm. Being technically one of the most powerful spirits of his world allows his human form to have a bit mroe functionality then, say, the standard spirit guide. Ergo, its not a shell, but an actual form. It does take some limited energy to maintain, but he merely has to divert a bit away from the Mafuukan to do so. He can quickly take his true form again at a moment's notice, and unlike certain spirit guides has no need for a true "shell".
Skills
Koenma is a prince, first and foremost. He was raised to eventually ascend the throne and is one of the most amazing diplomats you'll ever meet. His experience with paperwork has also made him more than an expert on that and would probably have a century long party if he could move to something as "simple" as Ningenkai red tape in terms of paperwork.
Personality
Koenma's actually pretty level headed. He does get irritated easily and is rather known for taking out his frustration on errand boys around the office, but at the end of the day he'll do what needs to be done. The greater good always comes first and foremost, and while he'll whine about it the entire time will end up doing what's right... even if it means breaking every protocol in the book. Heck, some of his actions have resulted in new protocols.
He's generally fairly obedient to his father, but its out of interest in maintaining order and/or fear than any real respect. He is the front man in many situations merely because of his father's infamous temper. All those earthquakes Japan has? Totally a result of King Enma's complete lack of anger management.
To many he seems like a pushover, but its merely because he chooses his battles carefully. When he's not swamped by paperwork he tends to be calmer. And while not immediately evident he does have quite the scheming side. The years have given him an odd sense of humor. What isn't immediately evident is his lack of understated angst. In fact, a lot of his levelheadedness now comes from grave mistakes he has made in his past.
He has a fairly different personality among those he trusts. Most of the Reikai sees him as fairly stoic and his sense of diplomacy makes him far better liked than his father in most cases. But he's actually pretty stressed most of the time. He is easily irritated and with people who know this side of him will rant and rave quite a bit more. He values his friendships even if the ones he considers friends get on his nerves almost constantly. He would only admit his attachment to people like Yuusuke if the kid were dying and would regret it later because he'd be razzed about it.
A lot of his attachments come from duty and a wish to never screw up again. In fact, that's one of Koenma's biggest fears. He feels he caused the destruction of the mind of one Reikai Tantei/Spirit Realm Detective (see history) and constantly has to balance his duty with his concern for others. However, duty will win out and he will sacrifice people for the greater good. The whole "The needs of the many outweigh the needs of the few" thing Spock from Star Trek is known for is an adage Koenma very much lives by. He would not hesitate to sacrifice his life for the greater good.
History
Koenma never knew his mother, and doesn't really consider it a matter of any importance. The Reikai is very patriarchal, and despite having a ruling council the male head of state can put his foot down on anything he wants. He was raised far more by various spirit guides than his busy father, which likely explains many of the personality differences between the two. In his early years he spent much time among the lower ranking spirits and got a good grasp of understanding that power must not be abused. Even then he formed the opinion that his father used the "Because I said so" excuse too much, but it wasn't his place to question the rule. Besides, his father lashed out pretty badly over questioned orders.
When he was sixteen, his father finally got annoyed with his sneaking out to get the opinions of the public and shoved him in a back office of the Spirit Realm. It was then his training with paperwork began and his less diplomatic sides began occurring. It was clearer than before who his father was as the stress of the amount of paperwork, particularly in concern with the amount of crimes committed between the Makai and Ningenkai, basically buried any chance he had of getting to go anywhere more the once every few decades.
There were many policies he encountered that he had no support of, but if he tried to bring it up with his father he would get more piled on top of him. He became well accustomed to this life and over time was given a few more duties that didn't involve the paperwork slog. Some of which was assigning missions to Reikai Tantei, and one of these assignments would scar Koenma's psyche for the rest of his life.
Over the history of Koenma's life, there have been only a handful of Reikai Tantei. They would generally only get hired in times of dire need or if it was a way to allow them to live with their abnormally strong spirit abilities, and they would stay in position for as long as they wanted after the fiasco they were hired for was over. The Detective immediately preceding the current one, Yuusuke Urameshi, was a man by the name of Sensui Shinobu. Koenma hired him due to his unbelievable spirit powers.
The mission that would scar Koenma so badly was to deal with the fluctuations of the barrier between the Makai and Ningenkai. It was a small fluctuation caused directly by the interferences of a group known as the "Black Book Club", a group that was pulling monsters of D rank and lower out to sell for cash. A man who would later be killed in a Dark Tournament through the actions of the current Reikai Tantei, Yuusuke Urameshi, had made a specialty of capturing the monsters for said sales. This "Sakyoh" was becoming very rich off the practice.
Koenma sent Sensui and his friend/partner Itsuki to head off a large sale being headed by Sakyoh. He was very nearly successful, but during the raid he was scarred more emotionally than 99.9% of humans, even those used to and and hateful of demons as Sensui was, could survive. Most would have died from the mind snap. To put it grotesquely simple, he saw the humans he believed so strongly in delighting in the torture of the demons he had convinced himself to be the ultimate evil. His snap? The complete and total slaughter of all the humans there. With possibly more "glee" than the humans had been torturing the demons with.
Sensui rationalized that "man" did not exist. For his mind had decided that what he had considered to be man, this pinnacle of goodness, was gone. It was the type of snap that would occur to most people if everything they had ever known was irrevocably turned into a total lie. Koenma felt terrible, and dismissed him. He had chosen Sensui for his ideals of justice and commitment in combination with his powers. He now wanted a Detective that would better see the shades of grey, who would be more irresponsible. Sensui seemed to drop off the edge of the Earth during Koenma's search, and the final result was merely an indescribable feeling of guilt in Koenma's heart and a shift in his personality to something calmer and more stoic.
Ten years later, an unexpected death would lead Koenma to find the type of person he wanted to hire as the newest Detective. A fourteen year old human boy by the name of Yuusuke Urameshi would prove that fate isn't all its cracked up to be by shoving a little boy out of the way of a car. Totally unplanned for, none of the afterlifes were ready for Yuusuke's arrival. Koenma dispatched the spirit guide Botan to inform the now ghost that he could either accept a test for revival or wander the world as a ghost for the rest of time.
What Yuusuke wasn't told, however, was that the test was to see if despite his terrible track record as a human being and his complete unpredictability, he could still function as a Reikai Tantei. The test involved a golden spirit egg, and would prove whether or not he had a good heart. Or he'd fail and he'd be eaten by a demon. Life as a Detective or complete death. He felt rather rash for doing it, but he rationalized that he was giving the idiot a chance at life.
However, it came to his attention once the test was accepted that the teen's biorythym was unusual. For the rare cases of returning to life such as these, there were windows for the spirit to return to the body. The next one was in a few months, and the one after that would be in fifty years. Using his powers of diplomacy, Koenma brought the situation to the Reikai council's attention. His father was rather busy and as such had no say in the manner. The council accepted the reasoning that the test would be rather pointless if the body aged fifty years before returning, and Koenma allowed Yuusuke to return to his body early.
However, the egg had not hatched. But the energy Yuusuke had channeled into the egg and been forced to use to save his girlfriend from a fire had been quite positive. Using that knowledge, Koenma told Botan to tell him he had been hired as a Reikai Tantei. It wasn't just her experiences with him as his spirit guide while he was a ghost that caused Koenma to make this decision. No, it was the fact that once he told Botan something needed to be done she could be quite a pain in the butt to ignore. And he knew Botan would pester Yuusuke until he accepted. Luckily, it didn't come to that, possibly because the teenager was just as aware how tenacious Botan could be.
It turned out that hiring the boy had been the right choice as it was less than twenty-four hours later, three demons up and stole three treasures from the Reikai. Treasures his father greatly valued and would likely go ape if he found out were missing. Which in terms of King Enma could mean the destruction of a country. Actually, he was quite panicked about the whole situation. His dealings with Yuusuke had put a chip in his stoicness and he was ranting more than he was used to.
Yuusuke managed to get the treasures back and the demons were arrested. Kurama and Hiei were put under strict watch while Gouki was locked away, merely because of the difference in their criminal records. While Koenma knew Kurama and Hiei were potentially deadlier than Gouki, he couldn't ignore the fine print. It would have looked rather bad if he'd locked them away after their "first" offense.
Koenma continued assigning missions to Yuusuke through Botan. Find and defeat the demon Rando who was trying to get the secret technique from Master Genkai, defeat the threat presented by the Four Saint Beasts, rescue an Ice Maiden demon, etc. After the battle to resuce Yukina, the ice maiden, Yuusuke and the allies he had made in his battles were forcefully invited to the Dark Tournament. Koenma knew the chances of Yuusuke surviving were slim, but he also knew Yuusuke's attitude and how stressed he was getting. He chose not to stop the Tournament, even though it was technically within his power.
Early in the tournament, Yuusuke's spiritually senstive "friend" Kuwabara was gravely injured, effectively eliminating him from said tournament. Koenma ended up having to gamble his life to allow the tournament to continue at one point, due to the death of Master Genkai and the injuries of Kuwabara. It was all part of the multitude of schemes set up to make the tournament "impossible" for Yuusuke to win. Eventually, however, the fight was won. And Master Genkai quite literally came back from the dead.
Things settled down after that. For a week. Then Yuusuke vanished. And Koenma got dumped with such a pile of paperwork it wasn't even funny. In fact, some of the paperwork wasn't even from the department of his own Reikai! He was having to deal witht he bull from two other Reikai, one of which was far removed from his own and quite convinved it was Koenma's problem After all, their spirit guide wasn't the type to rock the boat. The fight this sparked caused so much more paperwork that Koenma couldn't even get out long enough to inform even Botan.
As "luck" would have it, a week after Yuusuke's disappearance Botan burst into Koenma's office, raving about how Keiko looked ready to maul a bear over Yuusuke's disappearance. Koenma informed her he was well aware of it and called an emergency meeting of all those who had participated in the Dark Tournment, who by this point had become sort of a "team" that helped and supported Yuusuke. However, Master Genkai refused to join the group, flatly informing Botan that if the idiot was in trouble he'd have to get himself out. Actually, she was perterbed about him running of with a pair of spirit cuffs, but chose to keep that to herself.
At the meeting, in which Yuusuke's raging girlfriend, Keiko, and the Spirit Beast that had hatched from his egg, Pouh were also present, Koenma explained the situation as best he could. Basically, he had figured out how to open a portal to the world Yuusuke had been drawn to and wanted to send one of the team there. He allowed the group to discuss their options, and the choice was made to send Botan. Her powers would allow her to contact the head of the Reikai of that world, who had been oddly quiet, and convince them to return Yuusuke to his own world.
Koenma forced open the portal then and there, only to have Kuwabara rush through. The unexpected turn of events upset the portal and it snapped shut. Koenma was freaking, it was hard work opening the portal, but Kurama stepped forward and said he would be willing to give chase. Kuwabara had lost the ability to use his powers, seemingly as a result of the tournament, and the way things were going they needed someone who could fight due to Kuwabara's rather impulsive tendencies. Ones that never ended as "well" as they seemed to for Yuusuke.
Koenma met Kurama late that night, well aware of how miffed the spirit fox was over having to lie to his human mother. He forced open the portal again, but was blown back as Kurama stepped through. He returned to his duty of paperwork after that. And oh lord was there paperwork. His father was absent yet again, and the paperwork was not going down in the least.
A few days later, and Hiei informed Koenma he wanted to go after Kurama and the two idiots. He would have never admitted it but he was quite worried about the trio. And more than annoyed at Botan insisting he go after them. Koenma conceded, opening the portal and letting the demon through. He then informed Botan that he owed her and she needed to help him with paperwork now, much to the spirit guide's chagrin.
A few more days, and a week had passed since Kuwabara went throught he portal. Botan was now begging Koenma to let her go with the original plan of contacting the Reikai of the other world, which still had yet to contact them. He finally gave in and forced open the portal. It nearly cut Botan in half as it snapped shut. The portals were getting harder to open and maintain.
The next event pretty much floored Koenma. Master Genkai contacted him and all but ripped him a new one with her chew out. The only reason she had conceded to coming back to life was to help train Yuusuke, and the idiot had yet to return from his "frolicking". Koenma nodded and opened the portal. The only reason Genkai didn't get destroyed as it snapped shut in the few seconds he could hold it open was her speed. He now realized that whatever force protected the island had had quite enough with his interference. If he wanted to get everyone back, he was going to have to go as a diplomat of his realm and convince the world himself.
He quickly wrote a note to his father, sealing it and handing it to one of the office workers with the explicit instructions to hand it to the King only if he was not back by the time his father returned. He shooed the worker out of the office. With that handled, he forced open the portal. Several huge piles of paperwork were sucked in after him, and much of it was sliced in pieces as the portal snapped shut in under a second. Koenma had gone to Dimension Island ready to rip Yuusuke and company a new one.
After all, what did they think this was, a vacation!?
Other
Koenma fits into the same continuity as both of my other Yuu Yuu Hakusho canon characters and those created by Jilak. It is manga based continuity, which is why his outfit(s)/form(s) fit the manga images and not the anime ones. They are all pulled from after the Dark Tournament arc and the Sensui Saga arc is treated as non-existant except for the backstory tidbits revealed during that arc. Seeing as how chronologically they happened before the characters were pulled from canon, they still have the character forming impact. Which is why Koenma still has the binkie but has the guilt and memories of Sensui.
In RP chronology, Master Genkai shows up first. I am, however, signing up for Koenma first because Jilak can't get her application up at the moment and I don't want to screw up my own posting schedule too much. I'll be removing this part of this section once Genkai is approved. To be clear, he won't show up until after Genkai.
