This is the form Teddie "grew" so that he could fully interact in the human world without causing issues. Its not really his favored form, but it does allow him to explore town and hang out with his human friends without raising much in the way of eyebrows.
Teddie appears to be an American teenager in the classic "blond hair, blue eyed" sense of the word. The classic feminine blond hair, blue eyed sense it should be said. He looks rather girly. He has short pale (not bleach) blond hair that looks like some expert stylist had a got at it. Its rather gorgeously windswept to his left side, and moves naturally despite appearing to be gelled.
His eyes are large and bright, lending well to his general happy go lucky expression. They do seem a touch on the large side, but it really only contributes to his appeal. The color is the oddest part. Its a bright and somewhat unnatural shade of blue with hints of green. They all but look like they are glowing in most cases. He has rather pronounced eyelashes.
His favored outfit in this form is one his friends bought for him. When he first revealed his human form it was nude, thankfully he didn't take his true form all the way "off" to reveal it. This is the outfit he'll first wear on the island in this form.
The shirt... well, Teddie's basic appearance is enough to get him the tag of homosexual, the shirt doesn't help. Its high quality white silk. The front is rather ruffled, starting at about the horizontal middle of the chest. He has the top somewhat open, the bottom part rests just above the middle of his chest. The collar is rather pronounced and tall, folded over. He also has a red silk rose affixed on the upper left side of the shirt.
His pants are rather tight. They are black silk and do have pockets. Beyond that there is nothing special about them. He has on polished black dress shoes. He has full access to his true form while in this form... but its quite the mystery where he keeps it stored. His answer of "inside me" would just throw anyone who asked.
Physical Description (True Form)
Teddie's true form is his preferred form and the one he always uses within his own world. It is where he "grew" his human form. This form really only works in the human world as a mascot type figure - A fact he used to help himself fit in during the events of Persona 4.
Teddie's true form consists of an inverted egg shaped suit of sorts. It has arms and feat, and resembles a blue bear. The "face" has a gold frame of sorts, and a pointed part comes down from the top. He has extremely large eyes that are more than capable of showing a wide variety of emotions. While he does have a mouth, it should be noted that it does not move when he talks, just like one would expect of a mascot costume.
Teddie's "fur" is extremely soft and well kept, and is dark blue. His hands don't have fingers, and instead like cartoon mitts. His feet are much the same way, and look somewhat small to support his girth. He has a round bob of a tail, as well. His "suit" is red, with a thick white stripe down the front of the middle. Three large shiny red buttons come down from the front, the top one being the largest and getting progressively smaller. Around what would best be called his "neck" is a large silver zipper, well polished.
This zipper can come undone, and Teddie's "head" can come clean off. Not something you want to surprise the bear with - a surprised bear means a completely hollow inside. In the human world and if he is expecting it, his human form will be inside. Although there really is no guarantee said human form will be clothed.
Weapons
Teddie keeps a pair of claws hidden in his true form. He could potentially access them in his human form, but there is really no need to whip out the nasty looking weapons in the only world he uses his human form in. As for how he accesses them, it is just one of Teddie's many quirks. Go ask Souji how he manages to hide a blade as tall as he is under his clothes.
Abilities/Powers
The power of transformation - Somehow he always has his true form on him. He can take it at an instant, and no one has ever seen the transformation so no one can even guess as to how that works. He would reply that he keeps his bear suit "inside him" if one were to ask, and then get confused as to why you were confused how that worked. That same hammerspace like power applies to his equippable claws, as well. He keeps them in his suit.
As a shadow, he is able to sense the presence of other shadows. He uses his "nose" for this, although the ability is not all that reliable. It's accurate enough... when it works. He is also able to enter and exit the TV World. He can help others exit the TV World as well, which is important as most Persona users only have a one way ticket.
He is able to see clearly through the literal fog of people's hearts. The fog was lifted thanks to Souji and his friends, but seeing as how it has returned due to unknown events on the Island, it is an important skill. He can also make goggles with the ability, claiming he makes them from his own eyes. Its best not to think about it. The former ability is likely a result of being a shadow. The latter is more than likely just one of Teddie's oddities.
His main power, however, is that of Persona. He can summon a manifestation of his psyche to help him in a fight. His Persona is Kamui, an odd cross of a ball, a missile, and various other things. His Persona when he awakened the power was actually Kintoki-Douji, but his bond with Souji Seta allowed him to awaken to his truest power. This power is perhaps more unique to him than most of the rest of Souji's friends - Teddie is a shadow, and shadows are the uncontrolled incarnations of Persona. The mere fact that Teddie was able to rise above his Shadow self and summon a Persona is a power in and of itself.

Teddie doesn't really have much in the way of skills. He even has a bit of trouble at times fulling meshing with humans aside from his close friends, but its nothing that raises more than an eyebrow here and there. His ability to use equippable claws probably qualifies.
Personality
Teddie is a funloving optimist who likes to live life to the fullest. This often means rushing headlong into silly things or wandering off and getting himself into awkward situations. He's amazingly loyal and once he becomes your friend will stay that way forever.
He is rather naive and extremely gullible. He is also fearless. He hits on every girl that walks, and almost seems to give out false praise... except you know he isn't. He means every compliment he gives, even though he seems to hand them out like they are going out of style. He likes the ladies and is constantly hitting on them.
Things often go over Teddie's head, but he's so lovable one has trouble caring. He hates putting his friends out and is always puts others before him. He never wants to be an inconvenience to anyone. However, beside all that he is a very strong individual. He's learned that the only limitations one has are ones that a person places upon themself. He understands that he can do anything he wants to if he puts effort into it.
He takes the safety of those and that he cares about very seriously. He's rather cute with how indignant he can be about things, and sometimes seems more puppy than anything else.
He does have one rather noticable quirk, however. He likes to make "bear"-y bad puns... They can get "Teddie"-ous at times.
History (HEAVY PERSONA 4 SPOILERS)
Teddie's history begins some time before humans began to wander into his world. Exactly when is unknown, and it matters not. Teddie is a shadow. A deadly incarnation of mankind's suppressed desires. For whatever reason, the shadow that would become Teddie gained human emotions. He learned of humans and wanted to be accepted by them. And so he created a new form, that of a lovable mascot he thought humans would like. But not only that, he sealed away the memories that he was a shadow. Shadows are never allowed to coexist with humans, and so if he forgot he was a shadow he could forget that.
His history truly set in motion at the arrival of various individuals to his world. He was aware of them and how they vanished. When Souji and Yosuke of Inaba arrived in the TV World one day, he confronted them and accused them of causing the trouble in his world. The fog that caused the shadows to be violent. At first he was convinced that Souji and Yosuke were the ones causing the trouble, but after some convincing allowed them to prove otherwise. Once he was satisfied, he told them they needed to save his world.
Various other instances occurred. He met up with others and decided he wanted to visit their world. After some chaos he was allowed to be in the world with his new friends. One of the results of this was that he adopted a human form to better move around the human world. It was rather humorous at times how little he understood of humanity, but his friends stuck with him through it.
When he gained the power of Persona, he had to face his other self, his shadow. Like all but a handful of those wrapped up in the plot, Persona were not a gift merely handed to oneself. Thanks to the shadow and his already existing worries about who or what he really was, he began to fret more and more. It all came to a head when Nanako Dojima, Souji's young cousin, was kidnapped by Taro Namatame, throwing her in the TV World.
Souji and his friends were rather enraged by this, and managed to rescue Nanako. Namatame was sent to a hospital for his condition, as was Nanako. The little girl was extremely ill from unknown causes. When she died due to these causes, her father Ryotaro Dojima headed towards Namatame's hospital room with intentions to kill him, but he was stopped by the police guard. Teddie stayed behind to grieve over Nanako.
His lamentation that he had been unable to protect "Nana-chan" despite the incident occurring in his world quite literally caused him to disappear. He found himself on a fog covered road, and wandered for some time. How long he was unsure, but he materialized in a limo lined with blue velvet. He was surprised to see Souji, or "Sensei" as he called him, there. The two talked, and Souji told him that Nanako had been brought back to life and had probably recovered because he was there. He wasn't useless. Souji's words gave Teddie the encouragement he needed to allow his Persona to ascend to Kamui.
A bit after all this, Teddie found the group again. They were relieved (some to the point of tears) that he was okay, but now they needed his help. Tohru Adachi, partner to Ryotaro and friend of Souji's family, was the one who had seemed to set the chain of events that threatened to destroy Inaba into motion. With his new resolve Teddie promised to fight with the group.
Adachi was defeated, as was the god being that seemed to have been pulling the strings, one Ameno-Sagiri. After this it seemed the fight was over, and Teddie stayed with the group. Time passed, and in late March it was time for Souji to leave Inaba. He had been there for only a year, and time was up.
However, there were still unanswered questions. Teddie helped Souji and his friends fight against Izanami, one of the oldest gods of the Japanese pantheon. After that, all the questions had been resolved. Teddie joined his friends to bid Souji farewell. He also announced he had made a decision. Their efforts against Izanami, Ameno-Sagiri, and all the others had lifted the dangerous fog from both the real and TV worlds. He told the group he was going to go back to his world to help protect it. After some teasing about them not really being seperated, it was time to bid Souji farewell.
He ran with the others after Souji's train, and had a few parting words of philosophy after the train left. After accepting the train was gone the group split up, and that night Teddie returned to the TV World. The world that were an expression of the inner hearts of humanity.
How Teddie got to the Island is completely beyond him. He just knows he is there and the TV World is fogging up again. He's not in the least happy about this, and plans on keeping his promise to fight to keep his world peaceful.
Other
Some things were purposely left vague. Teddie's hammer space, for example. Teddie might not actually be introed anytime soon. But I don't have a clear point for his entry (like Ryoji, which is why he hasn't shown up yet) so it could be anytime.
