Physical Description
Lucius seems to be a unusually tall American teenage boy, enough so that he is often mistaken as a high schooler. He seems a bit on the thin side, but he does have some apparent muscular development. His body is comparable to a swimmer, gymnast, or track runner in that regard. As if he wasn't tall enough already, he carries himself with a good amount of confidence.
His eyes are somewhat narrow. They would make him seem more mature than his age if it weren't for their tendency to carry a childlike shine to them. He smiles a lot and seems to enjoy life. The combination puts him at the right age. He is more than capable of looking serious, however, and that's when the maturity beyond his years really shines. They are able to carry a full range of expressions. What perhaps marks them as truly unusual is that his left eye is a stunning shade of blue while his right is the blood red of an albino.
Lucius has blond hair of an average shade. It is long, when it is kept down it reaches about halfway down his shoulder blades. He is as like to keep it down as he is to pull it back into a ponytail. When in a ponytail the style is such that it falls down to almost the same position. He always uses a black or white nondescript ponytail holder to keep it in place. Whatever style he has it in, however, he has no bangs because he keeps his hair slicked back. It seems well cared for, as its not in the least bit stringy.
The teenager has a wide variety of outfits, and doesn't seem particularly inclined to any one style. Even his colors vary from day to day. At most, he seems to prefer pants. He tends to dress around a color, but the color of choice varies. It's also not unheard of for him to wear accessories, but none of those are guaranteed. He likes bangles and/or chains in either gold or silver, and he can sometimes be seen wearing a gold or silver Christian-style cross pendant from a light chain. It doesn't stand out in size or design, though.

Abilities/Powers
Well, here's where we get to some of Lucius' hidden traits. The form he has as Lucius Starr isn't his real form. It's fully human, it would come up normally on all medical tests as your average healthy fourteen year old boy, but it isn't his real form. Having this form is a power. Marking this form as his true form to almost everyone is a power. (In other words, you have to have my permission for your character to pick up on him not being human or even being unsettled by something other than observance.)
He does seem to have the power to summon a Persona, a manifestation of one's psyche. Rather interesting, and not something that he runs around revealing to people, he has the power to summon two Persona. He is not a Wild Card, he is not the type with the ability to summon multiple Persona, yet he still has two under his belt, and of differing Arcana at that. The reason is directly related to who/what he really is (see History).
The two Persona he can summon are the angel-like Lucifel (Helel in English versions) of the Star Arcana and the demon-like Lucifer of the Judgment Arcana. To those that can pick up on that kind of thing, both Persona are far stronger than their "base levels". To use an arbitrary numbering system, they'd both be level ninety-nine. He uses a summoning method involving cards, of which he can bring up both out of thin air. It's evident to those that know Persona he has possessed his long enough to master them.
Because of who/what he really is (again, see History) he has many other powers that are just hard to pin down. He has the ability to recover from wounds faster than he should to the point of being instant, but he can choose to let them heal as a human's would to maintain his disguise. He doesn't have to have his Persona to use his powers, but its not something he runs around revealing any more than he does his ability to summon two Persona.
Skills
Lucius is clever. He's observant and reads people well. He's good at coming up with out of the box solutions and escaping things. He dances around questions well enough, and is good at earning people's trust.
For his appearance, his ability to speak fluent Japanese would be considered a skill, as he sounds as if he grew up in Japan. It's not uncommon for Japanese people to try and stumble through a conversation with him if they speak first, only to be surprised by his fluency. The next common assumption is that he was born and raised in Japan despite not being Japanese by ethnicity.
He has a lot of skills that would be considered average for a fourteen year old boy, but nothing is really noteworthy.
Personality
Nothing ventured, nothing gained. The only prison is the one you place upon yourself. Both of those are rather accurate descriptions of the teenager's personality. He comes across as a bit pushy to a lot of people, and to others it is astonishing at how brave he is. Lucius is not one to let fear of rejection prevent him from asking a question. He has a remarkable amount of respect for freedom of choice, and is somewhat well known for taking both sides of an issue to confuse a person as to what he wants. The point of those exercises are to make them choose what they want.
Lucius goes with the flow, and seems to live in the now. He doesn't talk much of his past and it is not unlikely for him to disregard consequences of what he does. After all, tomorrow may never come. Due to his age, it makes many people think of him as a punk kid. He's got some pretty heavy authority issues, and he's actually not hard to rile up. But he'll step back from a fight with a shrug just as fast.
He's mischievous, and interacting with him in the right situation makes it clear he'd not regret letting someone die if it was what he felt like doing at the time. He's rather fickle in that regard, as well. As mentioned, the impression most people get is of a spoiled brat who always gets what he wants and always does what he wants. While his appearance doesn't unsettle many, his personality is known to.

Well, Lucius' history starts a really long time ago in the universe(s) he directly connects to. Those universe(s), in the case of this version of the teen, is(are) the one(s) perhaps most well known for the ability to summon Persona among the universes where the ability does not exist. It all traces back to who/what he is, and that is nothing short of the "fallen angel" Lucifer.
Lucifer is unique across the multiverse no more than the entity Lucius knows as YHVH, better known as the Judeo-Christian "God", alternatively spelled as Yahweh, Yahoweh, etc. Each incarnation is no more tied to a single universe than that God, either. Hell, there are probably more than a few universe clusters where Lucifer never fell, so trying to define him as one entity is as foolish as trying to define one person as one across the multiverse.
The story is well enough known, with many versions each touching one universe or another. In this Lucifer's case, it was a simple matter of not liking being told what to do, getting a bunch of angels who felt the same way, and getting himself cast out of heaven. The issue of Man really didn't cross this Lucifer's mind, if anything he found it humorous they were given free will. The angels were not lacking in free will in his universe(s), there was just repercussions for disobeying the rules. Which Lucifer more than did.
As for why he came to Dimension Island, it was a matter of wanting to do so. He'd seen the string pulling other entities had been doing, and decided he wanted to watch it unfold. The form he chose to take as Lucius Starr was on a whim rather than any real pre-planning. He thought a name that meant "Light Star" was funny, hence his adopted name.
Nothing fancy, nothing flashy. He chose to seem to possess the power of Persona because most that had been taken from his world had it. Since it was the string-pulling that caused him to go in the first place, he hopped on board. Again, the way he chose to manifest his supposed Persona was meant to be witty. The same goes for where he chose to manifest, and it wasn't in the main reality of the Island, either.

Okay, choosing to sign up for him as an OC because he is not directly connected to any canon Megami Tensei Lucifer beyond association. In all technicality, Lucifer from the games are still available. His appearance did draw from the canon ones, because even the ones barely connected seem to share an appearance. His age in human form is different, but he kept the eye color split. The fact that he is a different Lucifer also relates to his name difference (Lucius Starr as opposed to Louis Cyphre).
His human form is human, but it isn't. The point is you have to have my permission to even sense something is off about his form. I don't expect he'll be showing up in any plots aside from the Rei no Kaado one, but I figured I'd mention it.
I have no pictures for him specifically, but a look around the various human disguises he takes in the Megami Tensei wikia should help give a basic idea. His appearance was heavily based upon those, and would be enough to set any Megami Tensei canons on edge if they came from a game where they'd met "Louis".
