Luna is simply a dark purple bordering on black stuffed cat. The lining of her eyes is pink satin and she has anime-like dark blue eyes. Her nose is pink inverted triangle and a typical lopsided three forms her mouth. She has a glittery crescent moon on her forehead. Around her neck is a gold collored fabric collar with a crescent moon hanging down from it as a sort of tag. She has no merchandise tags on her.
Physical Description (Human Form)
Luna in her human form is a cute little Japanese girl of average height and more or less average complexion. She has dark brown eyes. She has vibrant blue hair that she keeps in two twisty pigtails topped by buns a bit to the back and sie of her head. The pigtails come right to her shoulder.
In this form, she is always in the same outfit. She has a shirt with a vivid pink frotn half and a white back half. It is sleeveless, but the sleeves are bordered in yellow frills. On the front is a cat ship in white sequens. The top of the shirt is bordered in white sequens and has a purple part sticing up a bit. that part has yellow string coming off either side, which she has tied at the back of her neck in a small bow.
She has a stiff plated yellow skirt that comes down to her knees. Near the bottom are evenly spaced copper studs. Around her waist is a yellow beaded child's belt. A part that hangs down a bit has large shiny puprle cat beads. She wears a watch that looks like a purple cat, the face being the watch face. It is analog, and held on with a light pink strap. Around her neck is a long silver chain with a gold crescent moon pendant ahnginf rom it, the points facing upwards. She has heeled white boots with a wide top. They come up to just below her knees.
The most noticable part of her outfit is a stuffed cat tail. Its posable, and comes out from under her skirt. It usually sticks straight up from there, but it hangs low enough to not life up her skirt. If one were to go around lifting up little girl skirts, they'd find its attached to the inside top of her skirt.
Physical Appearance (Soldier Form)
As Sailor Luna, she has a completely different outfit. Coming up from her hair buns are two stuffed cat ears pretty much identical to those in her stuffed form, only larger. She has a skin tight white bodice piece. There is a stuffed belt like section that has a single upright gold crescent moon. It has no sleeves, but the shoulers are very pale pink fluff. She has a satiny yellow skirt with some light pleating. Coming from underneath it is purple lace. She has a big satiny yellow bow on her chest with a white bell "brooch" with a gold crescent moon hanging down from three metal circles. She also has a dark blue back bow.
She has on skin tight satiny gloves that come up to just below her shoulder. They are bordered in pale pink fluff. Her boots are dark blue/purple and have heels. They come up to just below her knees, and are also bordered in pale pink fluff. Around her neck is a yellow satin ribbon choker tied in an oversized bow in the back.
She is wearing a gold "v" tiara with a dark purple oval gem set in the center. She has gold earrings with three circles that go down to a larger crescent moon. Just like as in her human form, she has a stuffed tail. It is attached to the back top of her skirt the way it is in her human form.
Weapons (Stuffed Cat Form)
Luna doesn't have any weapons in her stuffed cat form. Goodness knows where she would put it! She can access some items to give to others, but this is a very limited power rather than a weapon.

As Luna Tsukino, she doesn't carry any weapons in the traditional sense. However, she does have a cellphone called Henshin Cellphone Lunatia L that serves as her transformation trinket. Due to its importance it is covered here.
The cellphone has a white top and a pink bottom. While the bottom is fairly plain, the top has a pretty fancy desing. At the top and bottom is a pink heart, the points facing inwards. Below the top hart is a large red bow design, and above that is a gold crescent moon design, the points facing the bottom. Around the edges of the bow and moon is a pink ribbony design.
The inside of the phone has a mirror for a earpiece. A diamond design is at the top, and the mirror part is shaped like a heart. the heart is bordered in gold and is fairly fancy, the gold forming a bow design with a diamond knot. There are stars arranged in an arch below the mirror and wing like shapes just above those and to either side of the lower part of the heart. The button area is white and the buttons are pink. There are some stars near teh top, and a pink crescent moon down from them at the center. There are various buttons, some of which have unordinary shapes.
It is used to transform by saying her phrase and pressing the buttons 6-7-2 in that order. It also works as a normal cellphone, although the hows of it are unclear.
Weapons (Soldier Form)
Sailor Luna's main weapon is a fancy wand called the Moonlight Stick. She is able to use it to channel her energy to perform her main attack, but she can also shapeshift it into various things. This is covered in Abilities/Powers (Soldier Form).
The Moonlight Stick is a pink wand with a rounded gold base and a single dark pink button about a quarter of the way up. Just above the button is a wide gold band which leads to the main part. The top of the main staff has an ornate gold border, from which a blue crystal crescent moon comes up. The moon's points are just off of tot he side, making the angle of the standard for crescent moons.
There is a large pink raised area in the center of the area above the gold band. Four small gems are set in the four main directions of the pink area, just seperate. From the top, clockwise, they are red, blue, orange, and green.
Abilities/Powers (Stuffed Cat Form)
Luna can move. Being that she is a glorified stuffed cat, this is a power. She only does so when she is sure she is alone or in the presence of the Sailor Soldiers. Related to this is her ability to change expressions.
She also seems to have access to some sort of pocket dimension via the crescent mark on her forehead. All the Sailor Soldiers sans Venus received their transformation items from Luna. The pocket dimension is actually a storage location on the moon.
She is also able to take human form due to the energy of Usagi's Phantom Silver Crystal. This is very important as she is not able to use this ability if Usagi is not in the same dimension!
Abilities/Powers (Human Form)
Luna's only power in human form is to change into Sailor Luna via her cellphone. However, she does have the weakness (shared with her Soldier Form) that if she sneezes, she will revert to stuffed cat form.
To transform, she shouts "Luna Prism Power!" and then presses the buttons on the phone. The transformation can't complete until she shoutes "Make Up!", which she has to do after dialing the numbers.
Abilities/Powers (Soldier Form)
Luna is able to use the Moonlight Stick to perform her signature attack. She is also able to transform it into various things as needed, although they tend not to be the most useful things int he world. They include a paper fan, a net, and a solid gold fan. The lattermost is so heavy Sailor Luna has trouble using it effectively.
Luna Sucre Candy is her main attack. It involves summoning up energy to fire at the opponent. The energy takes the shape of sweet things such as cookies and candy. Not the world's strongest attack, but it is distracting.
Skills (All)
Luna doesn't really have much in the way of skills in any form. As a human she can write due to how she is constructed differently, but being how that is considered normal for humans in her world's era, that isn't really worth note. Reading at all is perhaps worth note as a skill. She is also a good advisor and friend, but that may be more a personality thing.
Personality
Luna is a very cheerful and energetic person, and her actual age can be rather hard to tell when she is parading around in human form. She is sometimes responsible to a fault and often wishes the Sailor Soldiers would listen to her more. Her time spend with Usagi and friends has loosened her up a bit.
She hates seeing people she cares about suffer, but she has some solid dedication towards her duties. This can create internal conflicts for her. She tends to hand out the lectures rather easily, and it can be humorous when it happens in human form. She wants what is best for people, really.
History
Once upon a time, there was a civilization that covered the entire Earth, a golden kingdom ruled by a king and queen. Their son, Prince Endymion, was set to become the heir. Once upon a time, an advanced magical civilization existed upon the moon. It was ruled by the goddess-like Queen Serenity, and her daughter Princess Serenity was set to become the heir. Once upon a time, a young woman named Luna and a young man named Artemis were advisors to the Moon Kingdom. Once upon a time, that all went away.
Princess Serenity was known for sneaking off to Earth. There she fell into a love that should not be. She fell in love with Prince Endymion. This love brought tragedy, and Prince Endymion was killed within the Moon Kingdom trying to defend it from the people of Earth. Princess Serenity, heir to the fearsome power that was the Phantom Silver Crystal, flipped. Her emotions drove the magical gem out of control and destroyed Earth in one fell swoop, killing her as well. Queen Serenity took action so that those killed in the situation may have a second chance at happiness.
Artemis was sent to search for the leader of the Princess' guardians, Sailor Venus. He gave her a transformation item, which she used to become Sailor V due to her missing memories. During an encounter with the mysterious Tuxedo Kamen, she regained her memories and her real identity as Sailor Venus. Immediately prior to that encounter, Artemis had found Sailor Moon, the leader of the Sailor Soldiers. He summoned Luna from her magical stasis on the moon, and the stuffed cat would arrive and meet Usagi Tsukino.
She awakened Usagi and informed her she had to find the other Sailor Soldiers and their princess. The teenage girl eventually did so, but they assumed that their princess was Sailor Venus. This was due to Venus' own actions so that Usagi would have time to remember the truth. She did due to Mamoru, who she realized was Endymion's reincarnation as she was Serenity's. The power of the silver crystal awakening also granted Luna her human form.
From there a seemingly hopeless battle would be fought, with Luna's ability as a Sailor Soldier aiding them. Eventually it would cost Usagi not only the lives of her friends, but her own life as well. It was through her and Endymion's love that the earth she had been forced to destroy with her power could be restored and her friends' could regain their memories of the battle. It came at the cost of their transformations, but they were happy.
Now forces have come into play that will draw Usagi to the Island. Without the ability to transform, Luna and forgotten powers will be their only hope...

Sorry on the skimpy history, I'm not done rewatching the show! I wanted to get Luna now because for the plot to work the way I've imagined I have to get her before Usagi! There's a fair bit of fanon and guesswork in some of this application due to there not being a whole lot of detail on certain aspects regarding PGSM canon. Also, I've disregarded the Special Act as canon for purposes of this.
Luna from Pretty Guardian Sailor Moon is a vastly different character than she is in the anime or manga. Both of those incarnations (which are pretty different as well) are still available as canons.
