Physical Description
Scoops is a pegasus colt with a rusty brown body, green eyes, and a short, blue mane and tail. Like any pegasus normally would, Scoops has two feathery wings, matching in color with his body, protruding from his back which fold neatly at his sides. He wears a rusty red hat and a green vest. His cutie mark is a newspaper.

Abilities/Powers
Like any pegasus, Scoops can fly and walk on clouds as well as control weather to some mild degree. While he has no plans on honing his weather-controlling abilities, he has no doubt he'll have to pitch in occasionally at some major instances like season wrap-ups.
Skills
Scoops has a pretty good attention to detail and is typically pretty good at researching for projects. He's not half bad a flier either. He's also pretty good at sports like basketball, though he does kinda poorly in more contact sports like hoofball. He's got fairly decent but not perfect mouthwriting, and his drawing skills are just a little above mediocre.
Personality
Scoops is a friendly, down-to-earth (yeah, ironic choice of words for a pegasus) young colt and friendly towards pretty much anypony. He is curious by nature and likes learning about new things in town, but he's well-mannered enough not to poke his nose into people's personal lives. He often views tabloids and gossip columns as stupid and claims he'd never work for anyone like them once he grew up to be a reporter. He's relatively intelligent with a quick wit, and he likes being active and having fun. He thinks his classmates Snips and Snails are kinda dorky but kinda cool in their own way, and he's somewhat acquainted with them. He seems to have perhaps just a tiny crush on his filly classmate Scootaloo, though she's probably too busy fanfillying over Rainbow Dash to notice.
History
Born in Ponyville rather than Cloudsdale like most pegasi, Scoops grew up mainly on the ground and was homeschooled on flying. He led a relatively uneventful life in Ponyville. At least, right up until Twilight Sparkle showed up followed by that whole Nightmare Moon eternal darkness thing, after which life in the village started getting more... interesting. Of course, he never really got involved anymore than the "canon background ponies" would. One day, the Ponyville teacher Miss Cheerilee proposed a school newspaper project. Scoops volunteered to go out for some stories and interviewed the six mares who sent away a sleeping dragon that had been covering the sky in smoke, enjoying his project so much his cutie mark appeared.
Other
There are one to ten known colts to fillies in My Little Pony: Friendship is Magic as opposed to the relatively more sensible one to two stallions to mares. Hope Pipsqueak's entrance (Squee!) means the writers are going to even that 1:10 ratio out a little bit in the next season or two.
