Physical Description
Yoshi looks average to the untrained eye. Those that know the signs of a fighter will see he is ready to pounce at a moments notice. His eyes almost never focus on one thing for more than a few seconds, and he constantly examines his surroundings. He doesn't stand out, and seems to almost blend into the shadows he stands near. His hair rather short, only slightly longer than a standard crew cut. The one exception are his bangs, which hang down in front of his face and are taper thin. They fall to where his lips are, and raise just a bit at front. His hair is dark gray, but would never be mistaken for black. By some law of anime design, they never get in his eyes/way.
His eyes are more than capable of expressing a wide range of emotion, but are rather harshly narrow. They aren't obviously Asian, either. They are navy blue in color, the most common expression they carry seeming to be one of carefully watching the world around him. It makes him often come across as far harsher than he really is.
Yoshi always dresses in outfits that are easy to move in. This means fairly baggy pants kept up with a somewhat tight belt and tight cuffs. His shirt is also of the loose variety, almost resembling a blouse thanks to the lack of sleeves. In fact, the lack of sleeves also shows his moderate muscular development. He has gloves on that come up to his elbow, and the parts on his arm are actually bracers. The gloves are black and have texture on the palms to make it harder for him to lose grip of a weapon. He often wears a cloak, but it is designed to be easy to remove should he need to for a fight. Even in proper settings he will dress extremely similarly, just with clothes of higher quality. His shoes tend to be soft soled like one might see an anime ninja wear.
The outfit when he comes to the island consists of a navy sleeveless shirt, black pants and shoes, and a black cloak. No logos or anything of the sort adorn his outfit. He also have five daggers so expertly squirreled way that you'd have to do a full body search and hope to find them. Somehow he manages to conceal a garrote wire as well.
Under his shirt he has a thick leather armor like you might see some cops wearing. It is impossible to tell he has it on under his shirt, though.
Weapons
As mentioned, Yoshi has five daggers extraordinarily well hidden. He also has a garrote wire, which is the kind of thin wire often used by assassins in popular media for strangling a person to death. It is also hidden, and with how well it is hidden it falls just short of hammer space.
Actually, the ease at which Yoshi can access both his weapons makes it suspiciously close to hammer space, but if you were to go nuts and strip him down you could find the weapons on him.
Neither of the weapons are fancy, but Yoshi is known to sharpen his daggers in front of people for intimidation purposes. They are of average length and have black hilts and silver blades. It should be noted he always keeps them razor sharp.
Abilities/Powers
Kiyoshi has nothing that fall under special powers. All his abilities are best defined as skills. His home setting really only has psychic powers for this area, and... well... just read his history.
Skills
Yoshi is an absolute monster in melee combat. He's lightning fast, just short of supernatural. He's dead accurate and can fight blinded just as well as if he could see. He is remarkable about picking up on cues in a fight to the point of having to have been tested to make sure he didn't have a psychic sixth sense about things like that. He doesn't, he's just that good.
Thing is, he's useless at a distance. He has to be up close and personal, and fights best barehanded or with his daggers. He tends to only use the garrote wire for sneak attacks. He's functioned rather well as an assassin for the Global Alliance before, which relates to some of his other skills. Guy is as crafty as a fox and as stealthy as a shadow. Nine times out of ten you won't know what hit you unless he wants you to.
Even when not in a fight he's amazingly light on his feet and has been compared to his cat for his balance and ability to recover mid-fall. He's fully ambidextrous and an amazingly light sleeper, only seeming to wake up towards potential problems. Sneaking up on him is even harder than catching him sneak up on you. He does have more trouble in a fight defending against weapons, and as mentioned he can pretty much only rely on his speed in a long distance fight. He can't throw his daggers well, especially since they aren't designed for that.
His other major skill is actually two that work well together. He is amazing at street-style intimidation and could get an entire gang to back down with a few choice words. He's also a ruthless interrogation expert, his ability to not allow you to pass out bordering (if not meeting) torture. And with his ability to intimidate, you'll believe his promise to cause excruciating pain until you give him the info he wants.
Kiyoshi is occasionally hindered by red tape, but Yi-Min tends to handle any issues that come up because of it.
Personality
Despite all his training and potential for cruelty, Yoshi is actually a fairly decent guy. He likes a good joke and is rather the goofball in most situations. While he is always poised to be in a fight he's actually pretty relaxed.
Yoshi is rather kind providing he doesn't perceive you as a psychic or supporter of the League of Arcologies. He's a good friend and amazingly loyal, and he would never betray someone who didn't turn out to be a psychic or an LoA spy.
He almost seems to have two personalities. He's dark and ruthless in a fight or interrogations, but that's his battle personality. He does, however, have a bit of a mouth on him and cussing is not uncommon. He doesn't do the greatest in proper settings and has to be coached by Yi-Min so he doesn't make a fool of himself. Regulations often fly over his head.
He hates, hates, hates psychics with a passion. He seems incapable of comprehending that they are human and won't necessarily use their power to crush those who aren't psychic underfoot. He finds them little more than barbaric animals.
He is also deeply in love with Yi-Min. He's never told her and thinks she doesn't realize it. It is likely he would go to stupid lengths to keep her safe. He'd rather be near her at all times, even with her "not knowing" then be separated for even a day. It's actually kind of cute, but it should be noted if she got involved in a hostage situation Kiyoshi would go rather berserk. Not a good idea to do such a thing... at all.

His homeland coincided roughly with the middle area of North Korea in our world. He was born well after the whole global superstorm was born, in one of the areas those who had managed to survive the destruction of Japan had concentrated. Although despite his name he isn't pure Japanese, having some European mixed in thus making him less obviously Asian.
His parents were killed in one of the disputes over the territory when he was about six, and he grew up on the streets. It was there he founded many of the skills he would develop later, becoming the terror he know is on the battlefield and a sort of assassin in his own right. But they were underdeveloped then, and he remained fairly innocent. His only goal was survival.
When he was about thirteen, he had a run in with some rogue psychics. The type that matched the Global Alliance's teachings. The type that wanted power so they could rule over all man as it struggled upon Enid after the superstorm began. They exerted full mind control over him. He was aware of everything he did, but powerless to stop it. He killed countless people,t he psychics manipulating his abilities and making him seem a mindless monster. It almost broke the teenager.
When he was fourteen, a group of Global Alliance soldiers piloting Psycho-Slaves, GA modifications of Psycho-Frames that instead of needing psychic pilots, needed only living psychic batteries. A woman of about 18 years who had recently graduated a GA military academy found Kiyoshi and helped to free him from the control. She was the one who killed the psychic with the most direct control over him.
Kiyoshi was indebted to the woman and begged he let him repay her somehow. She was the equivalent of a major and used every ounce of her power to convince the GA to take him in and train him. After all, "Yoshi" as she called him, hated the psychics more than most. Kiyoshi trained until he was seventeen.
Yi-Min was asked if she would allow Kiyoshi to do a trial period as her bodyguard when she was moved to the Psychic Apprehension Squad (PAS) division of the Global Alliance. She allowed it. He nicknames her Utako, which he told her was the Japanese word for the English word that matched the way her surname was romanized (Song). He said the "ko" was extra, but it was because she was female. She ordered him to not use the name anywhere except in private. A year later, he became her permanent partner.
The two worked amazingly well together. They flew through the ranks of the PAS at an almost blinding speed. Yi-Min was 26 when she became one of the highest ranked members of the PAS, well positioned in the top 1% for abilities. She noticed he had feelings for her but chose not to reciprocate them.
About a year later, a compound for the Psycho-Slave batteries (read as prison camp) was "attacked" by League of Arcologies (LoA) representatives and the slaves scattered. One by the name of Makoto Shinen, better known as #136, managed to escape being recaught or killed. It was discovered he had somehow fled using a Gate to another world. Yi-Min and Yoshi were ordered to pursue him... and have arrived on Dimension Island because of it.
