Physical Description
His coloration is the same as Twilight Sparkle's, the only real differences are his height, which is a little greater than Twilight's, and his hairstyle; see picture for more details.
Weapons
He is not very athletic, and as such, mostly uses magic.
Abilities/Powers
That having been said, his magic is incredibly powerful. Probably second only to the princes of Equestria in strength.
Skills
He is a logical thinker and very organized.
Personality
Dusk is normally a calm and collected stallion. He tends to keep a level head about things... barring a few exceptions: when he tried to figure out "Berry-sense", his anger made him very fiery, both figuratively and literally; he became depressed when Eris brainwashed all his other friends and ran off crying when Applejack chewed him out during Winter Wrap-Up.
He also can be prone to panic attacks when things aren't how they should be (See Lesson Zero for example of that.)
He cares very greatly about his friends and will do whatever he can to help them.
History
Dusk was born to a fairly regular family in Canterlot, where he lived for the majority of his life. He passed Prince Solaris' test to get into the School for Gifted Unicorns and was Solaris' personal student, studying directly under the Prince.
After a while, Dusk read something very disconcerting in one of his (many) books. It was nearing the thousandth year since Solaris sealed away his brother Artemis in the moon. He feared that the stars would soon break him, now Noctis Nightterror, free and would bring eternal night. When he brought it up to Solaris, Solaris merely sent him to Ponyville to prepare for the Summer Sun Celebration. (See the pilot of the show for the rest of the story)
After that incident and the one with Eris were dealt with, things turned peaceful again for a time. Then, a few days before Dusk was going to test a mass-teleportation spell with his friends, their Ponyville got a sudden influx of female visitors. Yes, it was Twilight and her friends, who had just tested her mass-teleportation spell. While they went into hiding, Dusk became suspicious of what had happened and started searching for their doubles. He and Twilight were the last pair to meet.
While both were nervous at first, they became as close as siblings. Eventually, Twilight and her friends had to return to their world. Things were peaceful again for about half-a-week; though Butterscotch hadn't been seen during that time. Then, Rainbow Blitz disappeared as well. Dusk became worried and used a combination tracking spell and teleportation spell. He tried to find Rainbow Blitz with it, and wound up in a strange forest....
