Physical Description
Wally's a teenager of fairly average height with the build of a track runner. His short red hair is a bit on the spiky side and he has green eyes. He's also got a pretty good spread of freckles on his face. Wally's preferred outfit is pretty casual, usually a long sleeved shirt with a short sleeved unbuttoned shirt over the top. He wears pants and tennis shoes.
When on the job as Kid Flash, he wears a red and white full bodysuit, most of the upper portions being yellow. Over his ears are lightning bolt shaped protectors in red, and he also has read gloves. The majority of his mask is yellow, although he has red goggles he can pull down over his eyes. On his chest is a red lightning bolt logo over a white circle. If he presses on the center of it his entire suit changes to shades of black, a design better suited for stealth.
Weapons
Wally isn't generally the sort to lug around weapons, and his collections kind of hanging tight in another world at the moment.
Abilities/Powers
Wally's main ability is his speed, which he's creative and using to create a variety of combat tactics. He's also got the endurance, agility, and reflexes to support said speed the same way a normal athlete might support normal athletic abilities. His thought processes are on overdrive as well, in matching with his other superhuman abilities, making him a much quicker thinker than the norm. He also seems to have potential as a magical host, although he's not exactly the most ideal candidate in the world for such things.
On the downside of his powers, he has troubles with the whole stopping thing, and it takes him a while to get up to his full superhuman speed. He also has to eat fairly constantly, as his powers burn calories at a much faster rate than a normal human.
Skills
Wally's got some basic hand to hand combat skills and even without his superspeed is generally a more agile person than the norm. He's rather strong, although not to super human abilities like his speed. His intelligence is also certainly nothing to scoff at, and its only aided by his enhanced processing power.
Personality
Wally's a bit of a clown and a complete and total flirt. He's got some womanizing tendencies, although he actually does respect it when a girl's got abilities... although it won't stop him from trying to be one's knight in shining armor most of the time anyways. The kid's kind of got a crazy sense of planning and is known for getting into some pretty stupid shit because he leaps with his super speed and the idea of thinking seems to be slower than the rest of his processing power.
That being said, though, he does care a lot about others and while he's a completely lost cause in the flirting department, is rather loyal. He handles a lot of stress by making jokes about it and has some slight stepford smiling tendencies. He covers a lot of stuff with his humor and tries to sidestep serious social issues with it whenever possible. He generally has to be cornered into talking about serious things or admitting something is bothering him.
He's fairly anti-magic as well, insisting even the most magical of encounters are either tricks or just really advanced technology. He's also got kind of a weird.... tendency to grab shit off the ground after a fight and take it hope as a souveneir.
History
Wally was a fairly normal kid living a fairly normal life until he found out his uncle was the Flash. He proceeded to pester the hell out of the man to become his sidekick and when that didn't work proceeded to replicate the experiment in order to gain the powers and prove himself worth of being a sidekick. He ended up blowing up his room and in the hospital, but the aftermath would succeed in getting him said powers. His uncle agreed to the whole sidekick thing mainly to prevent the fool kid from getting himself killed.
A few years down the line he'd end up going to the Hall of Justice and running off with some other sidekicks to "help" (read as: prove they weren't worthless) thier mentors and the League with some issues. They ended up finding Superman's clone and a whole bunch of shenanigans later was assigned with the other "sidekicks" as their own team on a very tentative basis.
More shenanigans happened and Wally would end up becoming host to a magical helmet and a wizard named Nabu. He kept said helmet in his collection as yet another souveneir as a result of it all. More recently, he got caught up in a training exercise gone wrong and went through a bit of trauma with the rest of the Young Justice team over their "deaths" in a simulation.
Most recently, team member Robin had gotten caught up in helping keep Gotham from falling into the cesspool as a result of how busy the more recognized members of the League were. An interuppted distress call from Robin got the entire team out to Gotham to investigate. Wally ended up getting himself sucked into a portal because he decided that running off was a much better idea than listening to Miss Martian and Aqualad's telepathicf messages. After all, he totally had it, dudes!
...And then he vanished from the dimension. Yep.
