Like much of the Touhou cast, Cirno can fly. Her flight is natural, due to being a fairy, though her strange wings don't seem to play an actual direct part in it...
Danmaku
Again, like most of Touhou, she can create magical "bullets" known as danmaku. Her power is somewhat low compared to the rest of the cast, but her strength is actually impressive for a fairy at least. Danmaku are simply small magical projectiles, normally fired in spectacular patterns as to make them difficult to dodge.
Cold Manipulation
Cirno is specifically an ice fairy, and as such has power over cold. She can, quite simply, make things colder. Freezing objects or creating ice are the main aspects of this ability used by her, but she can also chill the air around her. A particularly odd aspect of this ability is Cirno's Perfect Freeze skill, which can even freeze danmaku solid in mid-air before scattering them about at random like snow. She can create many things from ice, including weapons, though she rarely does this. As should be obvious, Cirno has a high resistance or outright immunity to low temperatures herself.
Nature Fairy
All fairies in Gensokyo are tied directly to aspects of nature itself, which is why they'll "respawn" not long after dying. It is very difficult to permanently "kill" a fairy, but it's not usually an issue considering how weak they are. Cirno is an ice fairy, so she is connected to nature's cold. Simply put, she can exist as long as things are cold.

Cirno is a genius! ... Okay, no, not really. Um, she can probably write, at least? And maybe draw decently? Well, she's basically a child. you can't expect her to have much in the way of skills. At the very least though, she's not too bad at fighting, I guess?
Personality:
The token idiot of Touhou, often the butt of jokes in fandom as a result. In truth, however, there's indication she may actually be smarter than most of her kind. Cirno can actually read, apparently, which can't be said for most fairies. She was also able to connect the happenings of Touhou 9: PoFV with similar events 60 years prior. That said, she's incredibly childish and unpredictable. Cirno's highly playful, like most fairies, and on top of that is rather cocky. She claims to be "The Strongest", despite being pretty much cannon fodder compared to most of Gensokyo's notable residents. That being said, she IS actually pretty strong for a fairy at least... One of her favorite "games" is to freeze a frog solid with her powers, then let it thaw out. Unfortunately, this very often results in the frog breaking apart instead. It's not that she's cruel, though. Cirno's just that simple-minded, having a level of naievity associated with children.
History:
Cirno is simply a young fairy from the mystical land of Gensokyo. It's hard to say what brought her here, aside from maybe simple boredom leading her into trouble once again. Her history is mostly just her getting in the way of Touhou protagonists, only to get easily shot down without much trouble. However, Cirno has proven her worth in a few of the games where she herself was playable, including her own game. Throughout Touhou 12: The Great Fairy Wars, she battled her way towards proving her strength against other fairies, and emerged victorious! She is truly The Strongest (Fairy) in Gensokyo! Now, however, she has arrived on Dimensional Island to seek her next challenge... Or just do a bunch of stupid stuff and get in trouble again. That's actually more likely.
