See pictures. Giorno is a lithe young man with... interesting fashion. Sometimes, he wears a pink version of his normal outfit, though he typically wears the blue one. It's also worth noting that on his left shoulder, he has a star-shaped birthmark, the mark that all Joestars have.

Giorno can fight alright hand-to-hand, but the bulk of his power is in his Stand, Gold Experience.
Abilities/Powers
Giorno is a Dhampir, given his parentage, but he has not shown any sort of special power beyond his incredible willpower and his physical durability, having endured having part of his throat and foot cubed off by an enemy Stand at one point. As such, he neither desires nor needs to drink blood. His Stand, however, has quite a few powers, listed below, straight from the JJBA Wiki. (It is worth noting that Giorno is more or less immune to disease due to his Stand's power; he was able to create a vaccine of sorts for a very potent flesh-eating virus, after all.)
Life Giver: Gold Experience is capable of changing or converting inorganic objects into living organisms. A pen can be turned into a snake, a bullet into a beetle and so on. Giorno frequently produces small life forms (frogs, snakes, flies) and plants which he apparently has control over. When any of these are attacked indiscriminately, the creation will not be harmed at all, and instead, the attacker receives the amount of pain they would have inflicted, which can kill them.
Life Shot: Gold Experience's ability can also be applied to living individuals, causing their thought processes to greatly accelerate. This was employed in battles to cause enemies to lose temporal coordination of their bodies (the body cannot catch up with the mind). This also increases and amplifies the reception of the senses in one's body. For example, any pain that is felt would seem to last longer than usual due to the heightened senses.
Transformation: Later on, Giorno developed (or discovered) Gold Experience's ability to produce organic components of the body (e.g. transforming bullets stuck in someone's body into the very blood vessels and organs they destroyed) - evidently, these transformations are permanent. Giorno discovers this new ability after having his throat and foot "cubed" off by Baby Face's ability. Giorno subsequently takes up the healer role of the party. Unlike Josuke, however, Giorno can also heal himself. As it was not originally designed for healing, the process is quite painful.
High Potential Versatility: One of its most distinguishing features is its extremely high Development Potential characteristic, with its life and nature related abilities showing little to no limit over its usage and descriptions only scratching the surface of what it can do. While most other Stands have shown their own amazing usage and ability via tandem of acuity of wit and skill of a user with their Stand's powers and rules, Giorno has shown a wide application of Gold Experience's vast expanse of ability, be it to accelerate the growth of other floral life, use trees and other flora to entangle and capture opponents, or even reverse transform his creations in disguise to ambush opponents.
And, should Giorno successfully pierce his Stand with the Stand Arrow, it will transform into Gold Experience Requiem. However, unlike in the source material, it is quite a bit weaker; the transformation can only be maintained for short periods of time, requires quite a bit of Giorno's energy to pull off, its ability to reset things to 'zero' must be manually activated (meaning that if Giorno's caught unaware, he might not pull it off in time), if he were to kill someone with Gold Experience Requiem, they would not be stuck in an endless loop of death due to the transformation eventually ending, and using that power shortens the duration of the transformation; that said, having GER active will passively protect Giorno from time manipulation abilities.

Giorno and his Stand are connected by spiritual wavelength. Therefore, any major damage done to the Stand will also be done to him.
Skills
Giorno knows how to cook. A little, anyway. He had to learn after he took over Passione, after all.

Personality
Giorno began as an unhappy and lonely child until he befriended a gangster. Since then, he has become a more confident person. His clever mind helped him and the rest of Buccellati's gang get out of tough situations, as well as helping him win the support of its most stubborn members. Giorno is a very conceptual planner, and is very strategic and analytical. While he may seem to be a troublemaker at times, he has a good heart and wants to help out anybody who has shown him kindness. Of course, he has no trouble punishing those that needlessly and intentionally hurt other people, as shown when he ruthlessly engineers Polpo's death because the latter was lax in letting his stand automatically kill a nearby janitor. For the most part, however, Giorno tends to approach things with a calm demeanor and immense composure. He rarely allows his anger to get the best of him, but shows moments of rage against certain enemies.
History
Haruno Shiobana was the son of DIO (fathered using Jonathan Joestar´s body) and a Japanese woman. His first years were marked by his mother's neglect, as she left her home often and "didn't want her son to keep her from having a good life", forcing Haruno to be left alone at night to fear the dark, too scared to even cry. When he turned four, his mother married an Italian man and they moved to Italy, upon which "Haruno Shiobana" became "Giorno Giovanna". His new stepfather, however, would often beat him when his mother was not around. That, coupled with the fact that Giorno easily became the target of street gangsters, gave him very low self-esteem.[1]
However, one day as Giorno was walking home, he came upon a man covered in blood lying in a patch of tall grass. After discovering the injured man, other men approached Giorno, asking him if he knew where the man had gone. Giorno lied to the men, feeling that the injured man was the same as him, and subconsciously activated Gold Experience to mask the man's presence by causing the grass to grow tall. Around two months later, the man showed himself to Giorno again and tells Giorno that he would never forget what had been done for him. Things soon turn brighter for Giorno: his father stopped beating him and he became popular among kids his own age. It turned out that the man was a gangster who quietly watched over Giorno from the shadows. To Giorno, this was the first time someone else had treated him like a human being and showed him respect. The trust that Giorno should have learned from his father was instead taught to him by others, and ever since he no longer had the scared look in his eyes. He subsequently forges a dream to become a "cool gangster" (or Gang Star, as they tend to translate it) like the man who had helped him.
After accidentally killing a member of the gang Passione due to Gold Experience's power rebounding the force of said gangster smashing his shovel against one of its creations, Giorno was interrogated by one of the capos of the gang, one Bruno Buccellati. After the interrogation turned violent, Giorno fought Bruno, and after explaining the circumstances, Bruno saw Giorno's good heart and suggested he join Passione, saying that any new members take a test given by Polpo, a very porcine man who was another capo in the gang who gives orders from the Boss and tests new recruits.
The test turns out to involve keeping a lighter lit for 24 hours. Giorno sets the lighter upright in a loaf of bread in his apartment to wait out the 24 hours but soon finds himself in trouble within the first hour when Koichi turns up looking for his stolen luggage. After successfully recovering the lighter before Koichi can blow it out, Giorno leaves the apartment complex only for the lighter's flame to be extinguished by an errant janitor throwing water over the steps. As Giorno tries to figure out what to do, the janitor relights the lighter for him and Polpo's Stand Black Sabbath appears. It attacks the janitor for having re-lit the lighter, ultimately killing him by stabbing his spirit with the Arrow. The Stand then turns its attention to Giorno, who fights back with Gold Experience and ends up winning with some help from Koichi. In retaliation for Polpo's disregard for the old janitor's life, Giorno transforms a gun into a banana and leaves it in Polpo's fridge, leading to Polpo's accidental and mysterious death.
After getting Polpo's treasure from Capri Island, Giorno traveled across Italy with Buccellati and his group, fighting off various other Stand Users from in the organization. They had a mission to protect the Boss' daughter, Trish, and the others from Passione were assassination specialists who were trying to kill her.
Of course, when they got her to their Boss, Diavolo revealed his intentions... he wanted to kill Trish himself to ensure his identity was forever secret (even though she didn't know him at all, anyway). This lead to Giorno and co. fighting against more of Diavolo's worst henchmen, eventually fighting against the man himself. While several of the group died by the end of the long battle, including Buccellati himself, Giorno managed to get, with Bruno's help, the Stand Arrow that Diavolo possessed, and evolved his stand into Gold Experience Requiem, killing him and letting him take over Passione; he eventually would connect with the Speedwagon Foundation, thanks to the aid of one Jean-Pierre Polnareff, allowing him to use the mob's resources for good.
Twelve years later, Giorno found himself drawn to Florida due to the actions of one Enrico Pucci... though due to his willpower and his own dream, he was not drawn in to the priest's 'gravity', and as such, was not there and unable to assist Jolyne and the others when Pucci enacted his plot. Gold Experience Requiem ensured that Giorno was unaffected by the priest's 'universal reset', but Giorno could not find the man before Pucci was ultimately killed, and the universe 'snapped back', changed.
Due to the temporal force, and the fact that in the setting of Jojo, two 'selves' from parallel timelines cannot meet, Giorno was instead sent elsewhere... his stand reverting back to how it once was.
Other
Giorno was 15 during Vento Aureo, and would have been 26 during Stone Ocean, but due to Requiem affecting his aging, along with his own Dhampir blood, Giorno is younger than he normally would have been.
