It seems that the one person he would never kill is the Batman-- he has an obession with driving Batman insane to the point that Batman kills him. This being said, he occasionally acts very friendly with Batman, even sharing jokes with the dark knight.
History: There have been several origins of how the Joker came into being-- all of them possibly false. The only constant is a horrible chemical-bath that turned the Joker into the monster that he is now and the sounds of laughter that echoed afterwards.
Over the years, the Joker has proven to be Batman's greatest enemy. He has crippled the former Batgirl, killed the second Robin, and has just caused mass chaos for chaos' sake. Despite this, he had never been given the death penalty due to a dream-team of lawyers and his obvious insanity. He is simply sent to Arkham Asylum, from which he can escape at will.
