The skies over city hall were hardly calm-- it was a cloudy Sunday afternoon from where the Mayor stood, looking out of his window. He hated days like this-- then again, he hated any day that didn't remind him of the time he was the only thing on the island.
"Mr. Mayor..." a voice whispered over the PA system. "Mr. Arkham called-- the prison may not be finished by next month."
The mayor sighed. The island needed a powerful prison to house the more... potent threats. Of course, there were dissenters (They were there for every major political decision.) but that wouldn't stop the mayor.
After a few more moments, the mayor turned to sit back at his seat. However, something nagged at him: he had this inkling that he had seen something important. Turning, the mayor gasped at the sight.
Hundres of people's bodies levitated above the ground, shaking as a foreign energy coursed through them. Their eyes glew a dark blue, their mouths hanging open.
After what seemed like hours, they fell to their feet in unison. Their mouths opened simeltaneously, like some choreographed work in a play.
"THE WIZARD WALKS." They all spoke, their combined voices audible all over the park outside. "THE WIZARD SEES."

Crash hummed to himself as he attended the front desk of City Hall. He observed the people dropping to the floor simultaneously, but then shrugged, figuring they were all tired and needed a nap.
He listened carefully when they got up and spoke.
"Ohh.. I sure hope he does!" he replied. "That's be bad if his didn't have legs or eyes."

The crowd of people began to march towards Crash, their arms outstretched. One of them made a grab for Crash's neck.
"THE WIZARD KNOWS." The crowd chanted, eyes blank under the Wizard's control. "THE WIZARD IS READY. IT BEGINS."
"GET DOWN, BANDICOOT!" The mayor screamed as a tentacle whizzed by Crash's head, knocking one of the controlled rabble back several feet. The tentacle retreated into the mayor's navel.
"FOOL, WIZARD! YOU DARE ATTACK ME DURING REELECTION SEASON?!" The mayor screeched through his infinite mouths of fanged horror. "I WILL SAVE THESE VOTERS AND INCREASE MY APPROVAL RATING!"

Ms. Dopple (who, somehow or another, most likely through illicit practices and mimicing the forms of the wives/prostitutes of several officials in town hall, had gotten rehired after the little incident that lead to her getting on the mayor's bad side in the first place) stood up from her desk as several people dropped to the ground and then raised themselves up again. She sighed as the obviously possessed individuals landed back on the ground, and headed out to fight them.
"It probably would not go over well with my boss if I kill any more potential voters... I guess I can just knock them out," Ms. Dopple said. She ran out into the lobby as the mayor knocked back one person with one of his tentacles and tackled into another person who was coming forward.
"So, this is the work of the Wizard?" Ms. Dopple asked. She looked up as she heard a voice from behind the crowd.
"Divine Shooter!"
Nanoha fired off several orbs of energy from her staff, hitting a couple members of the crowd and knocking them out.
"Is everything alright in here?" She asked.

The mayor nodded, too busy tying up several of the posessed with his saliva-snakes to talk. However, he had to think about how strange it was for the Wizard to launch an attack like this; wasn't he more of the waiting and watching kind of guy?
Their answer arrived quickly, as dozens of red portals began to surround the City Hall. Indescribable creatures with a blood-red hue emerged from their spiraling gateways, fangs and claws gnashing. The air whistled as more and more portals began to open.
