I got permission from Sunny to adopt her old app and from NN1 to tie her back story in with her Blossom's.
Full Name: Bubbles Utonium
Nicknames: The Joy and the Laugher of the Powerpuff Girls and the "baby" of the family (that is, unless you manage to provoke her hardcore side, then she's "Bubblevicious" [shudder])
Age: Early teens (biologically; I mean, she was "born" at five)

Physical Description: Bubbles's outfit is generally the same as her sisters' with the exception of color. For your convenience and mine, here's NN1's description with changes made where necessary: Bubbles wears a Robin's egg blue dress that matches the color of her eyes, decorated in black, with short poofy sleeves, as well as long white stockings and black dress shoes. Bubbles has her blonde hair done up in two pigtails on the sides of her head.
Weapons: Given her superhuman strength, anything she lifts can be a weapon.
Abilities/Powers: The typical powers that she shares with her sisters include flight, super strength, super speed, limited invulnerability, super vision, heat vision, and energy projection, to name a few. They all have many others; find the episode "Nuthin' Special" to see them all. She and her sisters also have a good number of combo moves, which Blossom comes up and directs. The main one is "Ferocious Feline," where the girls fly in a tight formation to create a giant, enflamed kitty-cat.
A few special powers of her own include the ability to speak any language, human or animal, and her sonic shriek which miraculously still works after puberty (durrhurr).
Skills: Bubbles is an aspiring artist, something she's shown signs of since the day she was created. She's recently been looking into numerous different drawing techniques as well as a few other forms of art. These include interior design, a little of the culinary arts, and (like her anime counterpart) fashion.
Personality: Bubbles is considered the more gentle of her sisters, and while she's not quite as much of a crybaby as she was as a little kid, she's still sensitive and just a tad naive. Bubbles can see the good in almost anyone, and she can sometimes reach out to that good. Her and Buttercup's clashing personalities often lead to fights between the two girls, which Blossom always has to settle, though there have been moments where Bubbles had to settle arguments between Blossom and Buttercup; she "hates it when [those] girls fight." However, under her sweet demeanor lies a hardcore side that can and will be unleashed if she's provoked enough. And frankly, it is S-C-A-R-Y, especially when you're so used to her gentle side.
History: Bubbles was created by Professor Utonium when the man was striving for his goal to make the perfect girl from sugar, space, and everything nice. But thanks to the destructive behavior of his lab monkey, Jojo, the professor accidentally knocked in a flask-full of Chemical X, resulting in not only Bubbles but her sisters Blossom and Buttercup, all of whom had superpowers as a result of the chemical. Blossom was named for speaking openly with him and Bubbles for her cute personality (and Buttercup, because it also beings with a B). The family got along well, but the citizens of Townsville were wary of their powers, especially after they nearly wrecked the city in a game of tag, and shunned them from society. Taking advantage of their desire to redeem themselves, Jojo (now mutated into the evil genius Mojo Jojo by the Chemical X) tricked the girls into helping him with his fist evil plan. But when the girls were able to take him down and protect all the citizens, they relented for their harsh behavior and ask that they stay to protect their city. It was a local man who would latter go on to narrate for the TV show based on their adventures who pitched the name the Powerpuff Girls, and the name stuck.
The girls have worked together ever since, dedicating their lives to fighting crime and the forces of evil. They didn't all always get along, though. In fact, a villainous demon only called Him, due to the fact that his real name strikes too much terror into the hearts of those who hear it, once took advantage of a rift between Blossom and Buttercup via Bubbles's plush octopus, Octi. After getting them so mad at each other that they could concentrate on little else but fighting each other, Him!Octi grew to monstrous size and began terrorizing the city. But when the two worked together again to stop him, something He hadn't planned on, Octi exploded. So, as an apology for all the torment they put their sister through having to watch them fight, Blossom and Buttercup worked together to get her a new Octi.
While Bubbles has been considered the crybaby of the girls, she has proven her worth on the team numerous times over. Such examples include foiling the Boogie Man's attempts to block the sun, managing to handle torture under Mojo's laser set towards its highest setting, and one interesting occurrence where she managed to kindly talk a monster into leaving town. Bubbles has always shown a love of animals. This love is, in fact, what led to the saving of a squirrel that was she gave a small dose of Chemical X to accelerate her healing and her becoming honorary Powerpuff Bullet. Once, however, that love of a little out of control, and the situation escalated until she brought home--no joke--a whale.
At one point, Professor Utonium and the girls' kindergarten teacher, Ms. Keane, developed a romantic relationship, which ended sourly when the cat-owning Keane thought the professor was lying about an incident with a brainwashing evil feline. However, the professor's story was validated months later when that same cat attempted to brainwash a feline army against the humans. The plan failed ultimately as a result of the loyalty of Ms. Keane's own cat and the professor's successful attempts to protect the teacher. Their flame rekindled, the two were soon after married and soon after that bore a son--Kenneth Albert Utonium. Kenny proved to be a fun little guy to be around as well as a budding scientist, taking after his dad.
One day, when the girls were in their teens, the supervillain activity strangely decreased to the point where it... stopped. Some of their enemies, like Fuzzy Lumpkins and Princess Morbucks, had mellowed down to the point where they were still a pain but not criminally so. Others, such as Mojo and Him, just vanished completely from Townsville. Suspicious, Blossom led the girls in investigating Mojo's observatory to find it empty save a portal regenerator. Instructing her sisters to stay and watch the town while she was gone, Blossom went in after Mojo.
But as they waited and waited, they saw no sign of Blossom coming back. Eventually, after handling the small-time human crooks, Buttercup became impatient and went to see why "leader girl was taking so long." It was not long after that Bubbles noticed that Kenny had gone missing, supposedly going after her. With most of her family gone to whatever dimension Mojo escaped to and the cops starting to handle the regular crime again, Bubbles decided to go though Mojo's portal regenerator herself...
