Aside from straight time travel, Paradox can manipulate time around him, making it appear to everyone else that he is moving at superhuman speeds. Paradox seems to channel his powers through an old pocket watch he carries around. Since he's effectively ageless and "exists outside of time," he is immune to age-altering effects.

What can be gathered is that he was a renowned government scientist for the United States during the early Cold War. Having discovered special qualities in quartz crystals, the scientist founded "Project Paradox" which he and a government team created military base Los Soledad (an enclosed town in the middle of nowhere within driving distance of the town of Bellwood) and acquired a teleporter pad from the Earth-stationed Plumbers to fulfill. The scientist modified the teleporter pad with the quartz under Los Soledad into a portal that could breach the time barrier and allow the user to travel to any point of the past or future. Eager to one-up the Soviet Union, the U.S. government greenlighted Project Paradox, and the time portal device was completed and ready for testing by July 5, 1956. But due to a slight miscalculation and the bumbling of his panicked assistant Hugo, the time portal's test took a turn for the worst and sucked the scientist into the event horizon. After the scientist disappeared, the government purged all his personal records, including all instances of his name, and abandoned Los Soledad.
For a hundred thousand years, the scientist stayed trapped in the event horizon, separated from time itself. He did not age, eat, or sleep... just exist. At first, the isolation with nothing to do drove him insane, but he eventually regained his sanity completely out of boredom. Studying the event horizon around him, he gained a full understanding of how the spacetime continuum worked. Having utilized his new knowledge to acquire time travel and manipulation abilities, he began traveling throughout time and space and halting all manner of potential disasters in his wake. He began going by names such as Professor Paradox and Time Walker, and soon he began traveling into other dimensions as well. Paradox has gotten to know the geographics of Dimensional Island very well and even ended up being indirectly co-responsible for the island's creation. He has also had a bad encounter with the reality-warping Celestialsapiens of the Forge of Creation, as evidenced by their 500-lightyear restraining order on him.
When Paradox came across the Map of Infinity, a mystical artifact that served as a map to all of spacetime across 17 dimensions--including Dimensional Island--he split the map in four and hid each place in the various places disguised as important objects to pretent it falling into the wrong hands. He also placed a chronal randomization barrier around the Forge of Creation leaving it totally inaccessible without the complete map or Paradox's powers.
In numerous occasions, Paradox has teamed up with a hero named Ben Tennyson, mainly between two dimensions. Natives of the dimension where he is a TV character would call them the Ben 10,000 universe and the Alien Force/Ultimate Alien universe. His first team-up with AF/UA Ben, from the latter's point of view, was when Ben and his team found a transdimensional creature wandering around Los Soledad rapidly aging everything it touched. Paradox helped halt the creature long enough for Ben and his team to go back to the day of his experiment and discover that the creature was actually Hugo who'd been thrown into the portal as well. When Ben prevented Hugo from going through, the creature he would've become ceased to exist. Other cases Paradox helped this Ben with included halting the Nazi-like Highbreed's universal invasion, stopping an out-of-control Osmosian from absorbing the powers of a baby Celestialsapien, and one particular universal crisis in which Ben saved everyone from--

"Time travel is for immortals as fools," he'd always say. One such case included Ben's cousin, Gwen, who wanted to go back and stop an accident that severely mutated their friend Kevin. When she returned to her own time, she discovered that a rival sorceress named Charmcaster had managed to brainwash Kevin, kill her, and imprison Ben, allowing her uncle Hex to take over the world. Once Paradox reappeared to explain what happened, Gwen set off to undo her meddling. Paradox lets the Time Squad organization go on their history-maintaining missions both for his own amusement and because it eases his own workload. "Time Walker" is considered nothing more than a myth to the organization, though he will step in when they screw up majorly.
