Physical Description
Wigglytuff as a species are ovoid in shape, with long ears and a soft fluff on the forehead. Their feet conjoin to their torse and are long and flat, and they have small stubby arms. Their eyes are usually blue.
Wigglytuff the Guildmaster is essentially the same, except his eyes are green.
Weapons
It's not a weapon, but Wigglytuff carries around a Defend Globe, which was given to him by an old friend he met in his youth. It doesn't do much for him, since it works for Bug-type Pokemon, but it's a memento, of his master.
Abilities/Powers
Wigglytuff's primary skill is his Hyper Voice attack. With a shout of "YOOM-TAH!" he creates a pressure wave with essentially the force of a small, contained explosion. It's powerful enough to stun even the toughest of baddies, and throw weaker ones for yards.
Skills
The Guildmaster is actually very persuasive. People usually prefer to give him what he needs, because they fear his temper tantrum if he doesn't get it. He's also persistent at making friends, usually leaving the new friend confused and feeling violated about the whole process.
Personality
Wigglytuff is a very happy and peppy, and erratic and spontaneous Pokemon. He's either incredibly optimistic, or delusional: he believes friendship is paramount and the cure-all for any problem. He has a tendency to attempt to befriend people which, to a normal-minded person, is clearly a danger. Oddly enough, this has neutralized the danger before.
History
Wigglytuff, was once a small Igglybuff. He was considered a prodigy, still very carefree, attempting to befriend everyone he met. On an exploration, he met and befriended a "monster", which turned out to be an Armaldo. The two of them became an exploration team, more or less (even if Armaldo didn't really care for Igglybuff).
When showed an indecipherable treasure map, Igglybuff had the strange insight to burn it. As it turned out, burning it only burned off the top layer, revealing a hidden layer underneath. The map led them to Eastern Cave, where the two found the Defend Globe. Igglybuff began calling Armaldo his master.
Later, after his parents found where he'd been going, Armaldo was apprehended, and it turned out he was an outlaw. Igglybuff refused to believe it, but Armaldo had given up, and thanked Igglybuff for his time, leaving him the Defend Globe.
Igglybuff grew through his evolutionary stages, eventually becoming a part of Team Charm (along with the very popular Lopunny, Gardevoir, and Medicham), though he separated from them. He and the girls are still friends to this day.
Wigglytuff eventually moved to around Pokemon Square and opened the Wigglytuff Friend Area Shop. He was able to sell Friend Areas to Rescue Teams who needed to give homes to new members. After the meteor incident, Wigglytuff pulled up stakes and began a migration to another island.
He eventually wound up in Treasure Town, where he met Chatot. The two of them formed an exploration team together. Eventually, on an exploration to Brine Cave, the two were ambushed by territorial denizens of the cave. Chatot took a shot intended for Wigglytuff, potentially saving his life. Wigglytuff then knocked out the attackers, and they proceeded into the deepest part of the cave.
There, Wigglytuff met Lapras, the guardian of the Hidden Land. On Lapras's request, their meeting was kept secret, a secret Wigglytuff honored. Shortly after, Wigglytuff and Chatot founded the Wigglytuff Guild, on the eastern edge of Treasure Town. The guild was Wigglytuff's means of helping out those who needed it, and also exploring and charting unknown regions of the island.
When two promising recruits joined the guild, a series of events relating to the Time Gears of the land began. Wigglytuff gleefully guided the efforts to investigating the theft of Time Gears, as the Guild met (and was subsequently betrayed by) the "great" Dusknoir.
Dusknoir kidnapped the promising recruits, and when they came back, the mystery was revealed. Grovyle, previously suspected to be up to no good in his thievery, was actually trying to save the world. The Guild got behind the recruits' efforts and backed them, up until they had to leave for the Hidden Land.
After the recruits came back, a series of other events (including a sick Manaphy, Team Charm coming back, and Darkrai's fiendish plot), but other than that, it was business as usual. Wigglytuff continues to run his Guild to this day.

Wigglytuff absolutely LOVES Perfect Apples. If he asks for one and there aren't any left.... you'd better hustle and find one. You don't want to see him upset.
