This is the younger brother of Char, whom I applied for the other day. Char and Winnie are OCs, therefore applied under the one-a-day rule.

Physical Description: He has the typical appearance of an Ice Bro but with a red vest and wristbands and brown shoes.
Weapons: Usually his iceballs (see Abilities/Powers), but he can occasionally use his shell like a regular koopa too.
Abilities/Powers: Like any Ice Bro (otherwise, they wouldn't be Ice Bros; just regular koopas), Winnie has developed the innate ability to conjure concentrated balls of ice that can instantly freeze anyone they hit.
Skills: Winnie is an excellent gardener and botanist. He's also good at first aid, computers, memory games, and he makes some choice ice cream.
Personality: Winnie is and always was a sensitive type and one to find the beauty and goodness in virtually any form of life. But on the other hand, he is bad at defending himself and even worse at talking to girls. Winnie looks up to his older brother as an idol, and Char in return is very protective of him. Despite seeming weak at first glance, Winnie is very strong willed and outspoken for the "fellow underchomp", and he can be very crafty if he needs to be. Winnie is openly friendly and helpful towards friendlier types. He's also known to get into long conversations with bub-ulbs on occasion.
History: After losing his wife, Colonel McCoy was left to raise his two sons (Charnold "Char" and Wintred "Winnie" McCoy); or as he would call them, his lazy pile of flesh and shell and his daughter in a boy's body; by himself. To the overly strict military Hammer Bro, his sons' laid back and sensitive personalities, respectively, did nothing but disappoint him. Despite living with a father like that, Char was always able to keep his little brother's spirits up in his own unique ways.
Eventually, after Char had completed his education, their dad enrolled him in his regiment in the hopes of making a man out of him. The Koopa Troop, which their soldiers fought for, was apparently at an endless war with the Mushroom Kingdom. Winnie never understood why; he thought those little mushroom people were cute. Then one day, their dad came up with a plan to trap the Mushroom Kingdom hero Mario by endangering innocent goombas who happened to like Mario better, so Char tipped off Mario like the wonderful big brother he was. Unfortunately, that meant he committed treason, so he and Winnie ended up going on the run before settling down in the peaceful village of Petalburg. They still travel on occasion, but Petalburg is their permanent residence now, and their neighbors are so nice.
