SPOILERS FOR MY FANFIC...SORTA
He has an odd hatred towards Poke'mon. He seems to think they have no purpose but to serve man. That's why the whole situation with Lucario started. He wanted Lucario badly to because he was such a hard worker with his master, but Lucario's master refused and eventually it lead Johnny to shoot him. He kidnapped Lucario and made his life a living hell.
Since then he's tried to kidnap Lucario again and now he's shown up here at the Island to come after him again.
Other: He's fairly rich and has a wife and a kid who both share his hatred towards poke'mon. No one knows why he feels this way though.
