I've made a crucial update which I feel can open up some possibilities for the stories I use this character in. Scroll down to abilities to see what I mean.

Full Name: Nutcase S. Ball (The "S" stands for screw, so his full name is Nutcase Screw Ball)
Nicknames: Nutty, Loon, Psycho, ect.

Physical Description: Average build. His hair looks as if he had stuck his finger in an electrical outlet. Wears an unbuckled straightjacket, black pants, a gray shirt, black and white sneakers, and a pair of swirley-eyed glasses.
Weapons: Varies, but posseses a Keyblade. The weapon has a replica of the Satelite of Love from the cult TV series MST3K as a handle. The handle also has eagle wings on both sides. The working end of the weapon is double-bladed; one side is of an american bald eagle's head while the other is a Super Happy Heart Fruit from Yoshi Story. The name of the Keyblade is the Key of Peace.
Abilities/Powers: Can perform a wide variety of cartoon abilities, such as pulling anything from his pockets regardless of size, running at impossible speeds, and occasional super strength among many other comical skills. He does have his limits though, as being human instead of a natural Toon means he requires magic to perform his Toon skills.
After a series of events which take place in Gantz Gun's Cartoon Crossovers Brawl, Nutcase tries his hand at being a real life pokemon trainer, not just playing the games themselves. He has many pokemon in his roster, but his first was a rather timid Bulbasaur who went on to become a brave-hearted powerhouse of a Venusaur nicknamed Goliath. His hammerspace ability gives him acsess to any pokemon he chooses usually but the dark insect problem has since reduced Nutcase to just the regulation six, which gives him good reason to be worried about the well-being of all his other pokemon.
The process of becoming a toon somehow increased his IQ to a high degree and he and his other friends have become Toon Town's very own Ghostbusters franchise to assist other ghost hunting teams in the world of cartoons in times of trouble. As such Nutcase has made some new ghostbusting gadgets to help continue the fight against the evils of the supernatural world.
Skills: An expert on a number of different fields of science. Specialties are Paleontology and Cryptozoology. Sucks at mathmatics.
Personality: Kind, smart, caring, and witty, Nutcase is a blast to hang around. Weither it's simply hanging out or fighting bad guys, there's never a dull moment with him around.
Nutcase may normally be polite and understanding, he can be very cynical at times, especially when facing someone he doesn't like.
As his name implies, Nutcase is insane, but his answer to people who question weither or not it's safe to be around him is that sometimes the certifiably insane are the people who are the most trustworthy in the end.
History: Born in Texas, he lead a rather turbulent life that resulted in a lot of hardship on his part. When he moved into Toon Town after High School, famed Toon Superstar, Bugs Bunny decided to enroll the young man in ACME Looniversity, where he went on to become the first true human Toon.
Nutcase prefers to keep his sad past secret from his friends. The only people who knows of it are his teacher, Bugs Bunny, his friend Gantz Gun Van Drake, and Gantz's older brother.
Likes: Italian food, video games, prehistoic life, writing stories, and making people laugh
Dislikes: Animal abusers, People without a good sense of humor, and bad things in general
