As Nightmare Moon
When Luna adopts the form of Nightmare Moon, she has a much fiercer, scarier appearance. Her coat is black instead of purplish. Her wings are much larger with a slight bat-like appearance (though still feathered). Her mane and tail are much larger, flowing slightly more wildly. Her eyes have purple eye shadow, and her horn is a little longer and sharper. She's taller, as well, and wears light a light violet collar as well as a helmet/headdress.
Weapons
She has enough magic that she doesn't need a weapon. If absolutely required, however, her horn is plenty sharp enough. However, fitting the nature of the universe she's from, she's reluctant to use it.
Abilities/Powers
Like her sister, she bears powerful magic. Unlike Celestia, her magic is based around deception, intimidation, and illusion. Her most well known power is her control over the moon and the night sky. She brings the moon out at night and sets it to allow the dawn to occur.
As Nightmare Moon, she was able to shapeshift. Among her various forms were mist, thorns, and a trio of pegasus ponies claiming to be members of the Shadowbolts. Since her redemption by the Elements of Harmony, she is still able to use shapeshifting magic, however, it has been scaled back slightly. She can alter her appearance (including taking her Nightmare Moon shape) as well as other various cosmetic changes, and if pressed, can probably do more.
She can bring inanimate objects to life, cause a cloak to become a swarm of bats, control the weather (generally related to storms, such as wind, rain, and lightning), and in general cause fright, in keeping with her position in the Nightmare Night mythos.
Skills
Like any winged pony, she can fly. Like any horned pony, she bears magic. Not counting her specific magical abilities as described above, she's an alicorn through and through.
Personality
As Princess Luna
Princess Luna is formal to her subjects. However, this is more than likely a result of being imprisoned in the moon for a millenium. She is quick to anger and easily offended. She frequently speaks in archaic phrasing (such as "thou", "nay", "hath"), as well as using a royal plural "we" instead of "I" ("We believe it is our right", and so on). Again, these are more than likely a direct result of not being around for the last thousand years and keeping up with the change of language (compare to Celestia's more modern-style phrasing). She also speaks very loudly, calling it "traditional of Equestrian royalty", which, if so, has clearly been abandoned by her sister.
She is very interested in the favor of her subjects. On her first Nightmare Night since her freedom and redemption, she attempts to bond with and be outgoing with the subjects in Ponyville. When she fails initially, she becomes very withdrawn. She resigns herself to her failure and poor impression among her subjects. When she finally gets frustrated, she angrily cancels Nightmare Night. However, when she learns that her scariness (which to this point had been accidental) is actually desired on Nightmare Night, and that the subjects actually do like her, she is joyful and happy to hear so.

Nightmare Moon is vengeful, condescending, and angry. She is jealous of her sister, because she believed that Celestia took all the credit for their respective solar and lunar duties. One thousand years ago, the sun and the moon were ruled by two sisters. Celestia, the older sister, brought the day. Luna, the younger, owned the night.
Luna, however, grew jealous. Ponies of Equestria played and enjoyed the daytime, but by night, were all asleep. No one was awake to enjoy the night Luna had created. Jealousy turned to resentment, and Luna became Nightmare Moon, preventing Celestia from bringing day. When Celestia asked her to stop, she refused. Celestia, with no other option, sadly used the Elements of Harmony to imprison her sister in the moon. She became known in mythology as the Mare in the Moon, and Celestia took over her lunar duties, ruling alone.
Luna's legacy, though mostly forgotten, lived on in the form of the holiday Nightmare Night. The mythology of the holiday claimed that Nightmare Moon still roamed Equestria, looking for ponies to "gobble up". If a pony disguised themself as either a creature or an evil pony, Nightmare Moon would ignore them and move on. To be completely certain of being spared, a pony would be sure to offer candy directly to Nightmare Moon.
A thousand years after her imprisonment, a studious unicorn named Twilight Sparkle read about a legend that prophecized that Nightmare Moon would return on the night of the Summer Sun Celebration, which is held in honor of Princess Celestia, and is the longest day in Equestria. Sure enough, Nightmare Moon appears in Celestia's place at the festival. Twilight and Celestia both foresaw her arrival, however. Nightmare Moon causes eternal night to descend on Equestria, confident that nothing will stop her.
Twilight sets out to attempt to locate the Elements of harmony with her (eventual) five friends. Knowing this, Nightmare Moon attempts to stop them with various tricks and obstacles. After all of this, the six ponies realize that their own virtues - honesty, kindness, laughter, generosity, loyalty, and magic - are the true Elements of Harmony, and using them, they transform Nightmare Moon back into Luna.
Freed of her negative emotions, Luna is shameful and regretful of her actions. Celestia offers to forgive and forget, wishing to watch over Equestria with her sister again. Luna apologizes to Celestia and the two are reunited, and balance is restored.
On the first Nightmare Night since her return, Luna attempts to introduce herself to the ponies of Ponyville. However, regressing to her millennium-old tone and phrasing, as well as her loud, assertive voice, she scares off everyone she finds. Twilight Sparkle sees this, and coaches Luna on speaking more softly and friendly-like. However, mild misunderstandings (blown WAY out of proportion by the [seemingly] oblivious Pinkie Pie) cause Luna to eventually become frustrated, declaring Nightmare Night canceled forever.
However, Pinkie Pie gives insight that ponies, on this night, want to be scared. Twilight arranges for Luna to play the role of Nightmare Moon, and scares foals. Initially the princess chalks this up as another failure. However, one of the foals, Pipsqueak, approaches Luna on behalf of the children and asks her to come back next year. Finally understanding, Luna reinstates Nightmare Night, and Pipsqueak declares Luna his "favorite princess ever", and hugs her leg. This makes Luna very happy.

Having learned from Twilight how to speak in a modern tone of voice, Luna tries her best to do so, though still has difficulty. She occasionally regresses to the formal and archaic phrasing (especially when angry or flustered).
Also of note: Nightmare Moon, insofar as an evil, villainous persona, is gone, banished by the Elements. However, Luna can adopt her form and play the role. However, this is merely acting. She bears no ill will towards Equestria or her sister anymore.
