Physical Description
The TARDIS is stuck in the form of a British police box circa 1963. It is the bluest blue ever. On its top is a tiny white light that actually works. On its left door, from the outside, is a sign that says, amongst other things, pull to open. Even so, the TARDIS door is usually pushed open, implying that its doors actually swing both ways. The phone on the inside of that very same door actually works. The inside of the TARDIS is a completely different story. The first thing one comes to, upon entering the double doors, is the rather large console room, in the middle of which is, quite obviously, the console. It's a funny mix of doo-dads and wizzbangs that all come together to essentially fly the TARDIS.

The TARDIS, much like other TARDISes, is able to teleport through time and space. It can also be simply flown, as shown when the tenth Doctor used it to follow a terrestrial vehicle.
Personality
The TARDIS is a bit finicky at best, zany at worst. She never quite takes the Doctor where he wants to go, but always where he needs to. When she briefly occupied a human body, she was almost a mirror to the Doctor himself.
History
The TARDIS was grown on Gallifrey, as were most TARDISes. There she sat, old and outdated, until a man just mad enough to steal her came along. The two both wanted to see the universe, and thus she left her door unlocked. And there the two traveled, through time and space, together. At one point, the sentient energy known as House ripped her out of her shell, forcing her into a human body. She eventually reclaimed her place in the blue police box, but not before getting to tell the Doctor what she didn't all those years ago. “Hello, Doctor. It's so very nice to meet you.”
