Physical Description
Scootaloo is an orange colored pony of short stature. Her mane and tail are of a magenta-ish color, the mane styled in such a way that it unfortunately leads people to compare it to the head of a chicken. That, along with Apple Bloom's chicken joke, leads the unfortunate comparison to Scoots being a chicken. Her tail is long and reaches the ground. Like any other pony, Scoots barely wears clothing. She's also a blank flank, though if you call her that, you're likely asking for trouble from Rainbow Dash.

Because Scoots is only a grade schooler, she cannot yet do a lot of the things full grown pegasi do. For some odd reason, she also can't fly. And a baby pony learned how to fly before her... HASBRO! YOU SONS OF-*cough*-Anyway, she IS good with her scooter (dur hur) and with dancing/choraeography apparently.

Personality
Scoots is a fangirl. There's no better way of putting it. She's absolutely devoted to Rainbow Dash. She'd literally put her life down on the line for Rainbow Dash. She has a Rainbow Dash fanclub and would probably have a cult if the Rainbow-colored pegasus didn't get her ego checked by the Mysterious Mare-Do-Well scenario. After that, she has to ditch the club, but she still refuses to stop idolizing Rainbow Dash as if she were a goddess. That being said, this Scootaloo is based off of my headcanon, so let me put it simply. FUCK SCOOTABUSE! This Scootaloo is helped and loved by Rainbow Dash. Yeah Rainbow's not always around, but when she is, Scoots always gets a helping hoof from her. As a result, Scoot's has taken quite a bit of Rainbow's personality, having a spunky attitude and a blunt sense of honesty. She is always willing to speak her mind and, despite not being the technical leader of the Cutie Mark Crusaders, she acts the part well either way. She doesn't dwell on her past, despite the fact that more headcanon dictates it as quite the tragedy.
History
Scootaloo never knew her parents. Her father passed away in illness and her mother died during the birth process. She was placed in an orphanage where she was often bullied by the other fillies. Nopony had adopted her and she got constatly teased for all sorts of things, whether it be being a blank flank or being unable to fly, by the other fillies. During those days, she was alone and became a sort of punk. Then, when she was sent to school, she met Sweetie Belle. The two of them, despite not knowing each other, became good friends.
One day Scootaloo was out with Sweetie Belle when two older stallions were about ready to kidnap them. A rainbow maned cyan pony saved them, however, and it was from then on that Scootaloo began to idolize Rainbow Dash. She built a shrine to her in her orphanage and everything, making sure it was hidden so as not to invoke the wrath of the other kids. Sometime later, Sweetie Belle and Scootaloo stood up for Apple Bloom and the three became a full fledged trio. On that day, the Cutie Mark Crusaders were born.
However, despite her friends and the adventures they had, she would eventually return to the harassment of the orphan kids and the neglect of the orphanage itself. She hid the knowledge of her friends from the others and, in turn, hid her circumstances from her friends. However, one pegasus kept her eyes on the orange filly and showed up to the orphanage one day to adopt her. When Scootaloo came forth, her eyes widened as her life would be forever changed.
Upon that day, Rainbow Dash became Scootaloo's legal guardian.
