It's not clear to the ice fairy Cirno how or why she arrived on Dimensional Island, exactly...
However, for a while it'll be hard for her to think about either of those things. That's because her arrival came with a loud THUD and a splitting pain in her skull.
CRASH!
Even though she rocketed towards a more solid section of ice, Cirno slammed right through most of it and cracked the lowermost layer. It seems "The Strongest" also has a skull to match that title. The sound of her head meeting the frozen lake would likely echo far around. To be frank, it's a miracle she didn't just splatter fairy bits all over the place. A comedic miracle, but a miracle nonetheless.
"... Ow." As far as first words in a new universe go, probably not the best she could've given. Cirno pulled her head up from the shattered bits of ice, and paused for a short moment... Then it seemed the full brunt of pain hit her full force in a delayed reaction. Her hands frantically rubbed at her forehead, which had a very clear red mark on it from the impact.
"Owowowowowowowowow-! Ouuuuuuuuuch!! Who put the lake over here?!" The fairy cried out with a cringe. Her initial impression was that she somehow ended up back at her home, the frozen Misty Lake she knew so well, but it became obvious even to Cirno after a glance around... She wasn't in Kansas Gensokyo anymore. "Wait, huh? Another... Misty Lake?- Ow." Her thought was interrupted with another painful wince. Well, maybe it wasn't quite figured out that she wasn't in Gensokyo, but Cirno could at least tell this wasn't Misty Lake. She knew the Misty Lake's air, its chill, its... Everything, really. Both places may have been a large frozen mass of water, but to Cirno it couldn't be more obvious that Crystal Lake was somewhere entirely different from home.
So for now, she simply sat and contemplated the situation. By that I mean Cirno was still in a lot of pain and in no mood to leave the little crater she made in the thick ice upon her crash landing.

Ever in a cheerful mood, Kendall had been spending the day casually flying around the island, eyes trained on the world below to make sure there was no trouble. So far so good; all seemed relatively normal, and on Dimensional Island, normal wasn't a regular thing, so the angel was going to enjoy it while he could.
His travels eventually brought him north. The cold winds blew him onward, strong enough that he barely had to move his wings. He smiled down as the Crystal Lake stretched out beneath him, a pristine sheet of blue and white that reflected the sparkles of sunlight cast upon it.
He closed his eyes and took a deep breath of the crisp, cool air. How he loved the pure bliss he felt during these peaceful flights.
But, of course, things always take a dive the moment you close your eyes.
It all started when something plummeted to the ground, colliding with Kendall's wing in mid-fall and causing him to briefly spin out with a startled yelp. He eventually managed to straighten out and hover in place. Once his head stopped spinning, he looked down to find a pale blue fairy submerged in the ice.
"Oh my...!" Naturally, Kendall's protective instincts kicked in and he swooped down to help her before she caught hypothermia. Without even thinking, he came to a halt in midair with his feet several inches above the ice, grabbed the fairy by her underarms and hoisted her out of the crater. "A-Are you okay??"

Cirno blinked in confusion, having suddenly noticed her "savior". At first she didn't even realize she wasn't alone, so it was a bit of a surprise. Part of her immediately hoped they didn't see her embarrassingly not-so-awesome shout of pain and lame entrance. She had a reputation to try and uphold, after all!
"Er- Of course I am!" She regained her composure rather quickly now, and grinned proudly at the angel. "I'm The Strongest, after all! It'll take a lot more than that to phase me." Even though she says this, there's definitely a bump on her head, a painful reminder to her that she's totally bluffing.
However, after a couple seconds Cirno then noticed something rather obvious about Kendall, his wings. But it kinda threw her for a loop since he also didn't look quite like a girl. "Are you a boy fairy? ... Do those even exist? Wait, no, you're probably a tengu! ... Maybe?" She wasn't used to thinking this hard about something so trivial, but if there's something Cirno excels at, it's being trivial herself anyway.

Kendall snickered at this girl's quirky behavior, placing her feet on a more solid section of ice. "No, actually, I'm an angel. Name's Kendall."
He gently rubbed the sore spot on Cirno's head; the light from his aura did its part to at least soothe the pain. "You must be pretty strong to take a hit like that. Nothing broken, no serious head injury... and forgive me if I'm wrong, but are you an ice fairy? It would make sense if you were."

Cirno blinked with a bit of surprise at the wound feeling better already, as well as in confusion over what Kendall called himself. "... An angel? Uuh... You mean a celestial or whatever? Angel doesn't really ring a bell, but I am an ice fairy! Not just any one though, but the strongest fairy of all!" The excitable fairy gave a proud smile with her hands on her hips, although it still didn't really look much more impressive than before.
"Um... So where are we, anyway? This definitely isn't Misty Lake, the cold's all different."

"I don't think I could call myself a... 'celestial,'" Kendall replied, scratching his head. "Basically speaking, I'm a servant of God; I travel the world to carry out His will and help those in need."
He smiled at Cirno's introduction. "Well, miss, you are on Dimensional Island, a small world that connects all dimensions. More specifically, this is Crystal Lake in the northern part of the island."

Cirno was not very bright, so this was understandably a difficult concept to wrap her head around. "Uuuh... so I'm not in Gensokyo, then? That's weird, but I guess this is just a new place to explore!" Cirno was looking forward to picking up pretty much exactly where she left off, being a nuisance to nearly every person she meets. "But... it's a shame Daiyousei and the others aren't here, I guess. I'll just need to get a new group of friends together!" Her wide grin returned just as quickly as it had momentarily vanished. "Hey, Kendall? Any fairies around here like me? No small fry either! There were tons of little weak ones back in Gensokyo, but there's not much point in playing with them. I always won, and that got boring."

"Hmm... Fairies?" Kendall pondered for a moment. Off the top of his head, he couldn't remember if he had ever seen another fairy on the island. Heck, the only fairy he really knew was Natalie, and not only was she back home, but technically speaking, she wasn't even a real fairy. So he merely shrugged apologetically and replied, "Sorry, can't say I know for sure. But if you need some help adjusting to this world, I'd be happy to assist you, Miss... Strongest?" He chuckled. "I'm sorry, I don't believe I caught your name."
