Dresses all in green--to be specific, she's this exhausted looking-woman who's makeup is running, wearing a green dress and a giant, green lightbulb with a question mark on it on her head (that lights up when she's confused).

Deeply unpleasant. And we do mean deeply. She will threaten, berate and maim anyone she comes across out of boredom. She also has an odd tendency to try and rip off the Riddler by leaving diabolical 'clues' at the scenes of her crimes (read: Letter that consists of nothing but profanity). Not to mention the costume. She's completely demented to the point where people don't know whether to laugh or cringe.
History
No one's entirely sure. She never talks about herself, and those who ask are either ignored or butchered. The whole 'Green Lightbulb' thing just raises more questions, though some believe she has a connection with 'Jack the Ripper', if not actually Jack herself.
