For the most part, Cecilia has the typical appearance of a six-year-old girl despite her ghostly attributes. She is small, thin, completely white and semi-translucent, with messy shoulder-length hair, freckles and blank, lifeless eyes. She wears a pinstripe shirt, a skirt with a single stripe, Mary Jane shoes and knee socks. When she's enraged, she'll acquire a fiery aura and burn marks all over her body.

Abilities/Powers
Cecilia possesses psychokinesis, allowing her to touch and levitate objects with her mind. Her powers are strong enough to manipulate multiple heavy objects at once and propel them at high velocities. She can also fly, turn invisible and phase through solid matter.
Weaknesses
Her psychokinesis requires intense focus and concentration, so much so that she tends to tune out the rest of the world while using it. If she loses control of her emotions, so too does she lose control of her powers.

Cecilia is a shy, easily intimidated child, wary of the world around her. She has spent decades stewing in feelings of abandonment and lack of self-worth, leaving her in a state of frustration and hopelessness. She tends to lash out at strangers in panic and confusion, but while many are quick to assume she is a dangerous and vengeful spirit, she's really just a sad, lonely little girl who doesn't want be hurt anymore. She wants to feel like a normal, happy child again, but her fears and lack of trust constantly impede this desire.
History
Cecilia was a normal girl growing up on Dimensional Island in the sixties. She lived in the residential district, in a small house at the end of Cedar Street, along with her single father, a down-on-his-luck inventor. On the last day of school before summer vacation, Cecilia came home to find her father absent; she waited for him to return, but he never did. She spent the next few days trying to take care of herself while she waited for him, quickly growing sick and weak. One day, she went into the basement and started tampering with her father's latest prototype, only for it to explode, killing her instantly.
For reasons she never quite understood, Cecilia's spirit remained in the world of the living. As such, she stayed in the house, still waiting for her father. When people started coming in to investigate her father's disappearance and her death, Cecilia approached them and accidentally scared them off, along with all subsequent visitors or passersby. Over time, her frustration and torrent of emotions manifested as psychokinesis, which she used to keep herself occupied and frighten away anyone who tried to break into her home. To this day, she remains in that old house, waiting for her father to come home, fending off anyone who might try to take her away.
