Physical Description
Ogann is a relatively short child, with (dyed) dusty pink hair that's usually tied up in some fashion. Her favorite way to wear her hair is in a side-ponytail. She appears to be possibly Latina, with light brown skin. She has sky-blue eyes and an average build. A button nose, a soft chin, thin still-brown eyebrows.
She has a vest that she wears to denote her rank, red with 3 pink stripes. She doesn't wear it all the time, though. Other than that, she doesn't really have a typical outfit, rather just a style. Just, weird 50's Space Age low-fashion, with lots of floating things and glowing things and stripes. Lots of stripes. And big ol' black boots, cause you can never go wrong with those.

Weapons and Accessories
She has a weird space blaster that doesn't do much besides sort of sting like a little, unless you're the wrong species, in which case it will totally vaporize you. She also has this thin collapsible baton that charges a non-lethal(and at the moment, even non-injurious) amount of electricity into whoever, or whatever, she touches it with.
She has a circular card with her basic info, status and clearance on it, written in Ushian. She has a broken rift bracelet. She has an immersive translator, which tells her what to say and what it means in Ushian. But for some reason, that's all she's brought. She didn't even bring any digits(currency), or actual weapons.
Abilities/Powers
N/A, unless lying about having powers counts
Weaknesses
Most obviously is the fact that she's a child. But she's small for her age, too, a bit too small for the big head she has. Her height affords her with all the typical disadvantages you'd expect. She doesn't really think before doing things, even though she may pretend to, and just kind of rushes in blindly. Even when she does think, her ideas aren't the greatest. She has no idea how to work with other humans, or much with species other than Lucies, in fact. Also, she's more used to a different kind of gravity.
Skills
Just because she's not the best general, doesn't mean she's the worst one. Well, she's still pretty bad, but still, not the worst. She does have a few genuine leadership skills. She's quite good at the rousing speech thing. And she's got a head for splitting the party - these two should go this way because they're good at doing this thing, and these go here because they can handle this.
Due to her size, and youth, she's an adept at fitting into small spaces. She's also not too bad at stealth, if she can remember that's what she needs to do. She's rather flexible, and despite her age, quite strong. These two combine and give her an ability to climb.
Personality
Used to being listened to, she's very bossy and controlling. She's very convinced she's the cleverest and the bravest and the best. If faced with not being in charge and no one doing as she says, this will make her very upset. It may be of interest to humor her, but not for long, as she tends to lead right off of cliffs. Her voice is naturally loud and projective, making her difficult to ignore. For this reason, many people can find her quite annoying.
She's probably a little less mature than a Earth-raised 13 year old would generally be. This is in part due to her raising. It's acceptable for a cuff her age to still act rather immature. But she's no Lucie cuff, she's a human child. So they also understand when she's a bit more mature than they expect. They have no idea when a human is supposed to be more mature.("Wow, humans live till like, 120 of their solar cycles! So uh, Ogann should be adult at like, 60, maybe?")
She also has many strange mannerisms. She calls her hair "fur". When upset or embarrassed, she'll clamp her mouth shut, and may only respond in hums. In fact, she often forgets to not communicate by humming. She's very bashful about her teeth, and tends to bat her eyes a lot. The fact that she has 2 eyes is a touchy subject, and she's very protective of her wrists. She always keeps at least the join between her hand and arm covered up, and even if lightly brushed there, she freaks out.
History
As an infant, Ogann was abducted from her crib by aliens. These aliens were called Lucies, from the Ushian system. In an attempt by the Ushian government to study humans, she was inducted into the fold and adopted by the den Tieradae, who all worked with the Ushian military. They named her Ogann, she doesn't know what name her human parents gave her. She grew up among Lucies, knowing only of their culture and mindset, but always knowing she was special. She embraced the nickname her dennests gave her, Teirrun, meaning "of/from Earth", but also dyed her hair pink to fit with her fellow's fur colors.
She soon discovered that she could make up things she "remembered" about Earth, and most would believe her. After all, she was their only reference point for such facts. She could claim that human infants just had amazingly over developed memories, and she remembered every second of her life on Earth. And they'd eat it UP. Of course, not all believed her, notably the government watching over her, but she didn't know that.
Eventually, she was seen as such an authority, and due to the Tieradae's connections to the military, she got promoted to a general. Then one of the top generals on Ushian X-9. A very calculated move on the part of the Ushian government - give the people what they want, give Ogann a high seat and controlled authority. But they wanted her there in the first place anyways. She was their figurine, their trophy, their declaration of "Hey, look, we have a human. And she's on our side and she's a general. You better not mess with us."
And it worked. With Ogann as a general, misguided child though she may be, they had never conquered faster. Hell, a few planets just gave themselves over after seeing so much as Ogann's face. It was going great. Ogann was not the best leader in the system, or even her planet, but they sure made her look it. And of course, Ogann was entirely unaware, naive and loyal.
What they didn't count on, though, is Ogann's proactivity. The fact that she would seek out new viable conquests for the glory of the Ushian systems. The fact that she would use her power to have research done. The fact that she would use what the researchers told her, that there were other dimensions and that they could make a device that could carry someone across them, and run with it. That she would tell them to do so. That she would go herself. That she would find Dimensional Island.
And the rest? We'll have to see.

I like to find songs that I can associate with a character, but as of yet, I haven't really found any songs for Ogann.
